Unsupported Child's Benefit Extra Help: Every Allowance and Grant Available
Beyond the Weekly Payment
Most caregivers receiving Unsupported Child's Benefit or Orphan's Benefit know about the base weekly rate. Fewer realise that the benefit comes with a structured set of additional grants and allowances — some paid automatically, others requiring a separate application. Together, these extras can add thousands of dollars per year on top of the base payment.
Here is every supplementary allowance available as at April 2026, with what you need to do (if anything) to receive each one.
Automatic Allowances (No Separate Application)
Establishment Grant — $350 one-off per child Paid automatically when your UCB or Orphan's Benefit is first approved. It covers essential start-up items like a bed, bedding, and clothing for a child who has just come into your care. There is one condition: the grant is not payable if the benefit was cancelled and re-granted for the same child within 28 days.
Clothing Allowance — paid weekly Added to your fortnightly payment automatically. The rate depends on the child's age (as at 1 April 2026):
- Under 5: $26.39 per week
- 5 to 9: $29.92 per week
- 10 to 13: $36.95 per week
- 14 and over: $44.34 per week
This allowance is non-taxable and not income-tested.
Holiday Allowance and Birthday Allowance — twice yearly Each allowance equals 50% of the child's base weekly UCB or OB rate. The Birthday Allowance arrives roughly two weeks before the child's birthday; the Holiday Allowance arrives roughly two weeks before 25 December. Both are automatic — no application needed.
For a child aged 10 to 13, that is $163.58 per payment, or $327.16 across both annual payments.
Application-Required Grants
School and Year Start-up Payment — annual This is the one automatic-sounding grant that actually requires a separate application. You apply via MyMSD or a paper form between the first Monday after 10 January and the last day of February each year. No receipts are needed.
Rates for 2026:
- Under 5: $400
- 5 to 9: $450
- 10 to 13: $500
- 14 and over: $550
The payment covers school supplies, uniforms, stationery, and the costs of starting a new year — whether the child is at school or in early childhood education.
Extraordinary Care Fund (ECF) — up to $2,000 per child per year A discretionary grant for extra costs when a child shows promise in a skill or talent or has difficulties affecting their development. Examples include tutoring, counselling, coaching, music lessons, and some sports equipment. It does not cover everyday costs, school trips, childcare, or general medical costs. Apply using Form S54W with quotes and letters of support from independent people. The panel meets four times a year, but you can apply at any time. Full details in our ECF guide.

Other Help You Might Be Eligible For
Depending on your household income and housing costs, you may also qualify for:
- Temporary Additional Support (TAS) — a weekly top-up if your essential costs exceed your income, even with the benefit. Income and asset tested.
- Child Disability Allowance — $62.43 per week (April 2026) if the child has a serious medical condition or disability requiring constant care. Not income-tested. Fully compatible with UCB and OB.
- Accommodation Supplement — a weekly payment toward rent or mortgage costs, income-tested against household earnings.
- Special Needs Grants — one-off emergency grants for food, urgent bills, or housing costs during severe hardship.
Adding It All Up
For a single child aged 10 to 13, the base weekly UCB rate is $327.16 plus the Clothing Allowance. Add the Birthday and Holiday Allowances, the School Start-up Payment, and a modest ECF grant, and the total annual support easily exceeds $18,000 — before any disability or housing supplements.
The complete guide for NZ caregivers maps every allowance to its application route and evidence requirements, so you can work through each one systematically and make sure nothing is left unclaimed.
