Extraordinary Care Fund NZ: How to Apply for Up to $2,000 per Child
What the Extraordinary Care Fund Covers
The Extraordinary Care Fund is a discretionary grant available to caregivers receiving Unsupported Child's Benefit or Orphan's Benefit through Work and Income. It helps with extra costs when a child shows promise in a skill or talent or is experiencing difficulties that affect their development — for example, coaching, tutoring, music lessons, sports equipment, or counselling.
Each child can receive one grant of up to $2,000 per financial year (1 July to 30 June). The grant is non-taxable. Work and Income may ask you to repay it if you no longer need the grant or do not use it for the approved purpose.
The ECF does not cover standard school costs already addressed by the School and Year Start-up Payment. It is specifically for expenses that go beyond ordinary day-to-day care.
How the Application Works
You apply using Form S54W — the Extraordinary Care Fund Grant application, available as a PDF from the Work and Income website. The form asks you to describe what the child needs, provide quotes or receipts for the expense, and attach supporting evidence.
The letter-of-support requirement depends on the amount and type of expense:
- Under $500: one letter of support from an independent person, such as a teacher, coach, or other person of standing in the community
- $500 or more: two letters of support. For costs other than sports or arts, the second letter must be from another independent person.
- Sports or arts costs under $1,000 per financial year: no support letter is needed.
The letters should explain how the child is showing promise or how the child is experiencing difficulty, and how the expense would help. A generic reference letter does not provide that information.
Panel Dates and Timing
The panel meets four times a year and reviews applications in batches. You can submit an application at any time; if it arrives after a panel deadline, it will be considered at a later sitting.
As at 24 October 2026, the next published application deadlines are 4 February 2027 (outcomes by 24 March) and 20 April 2027 (outcomes by 23 June). Check Work and Income's Extraordinary Care Fund page for current dates. Getting your application in before a panel deadline gives you time to gather quotes and letters of support.

Tips for a Stronger Application
The panel sees many applications and funds are limited. A few practical things that strengthen your case:
- Be specific about the expense. "Swimming lessons for confidence" is weaker than "hydrotherapy sessions recommended by the child's paediatrician for sensory processing difficulties, at $45 per session for 20 sessions."
- Attach quotes, not estimates. Written quotes from providers carry more weight than round-number guesses.
- Ask the right professionals. A letter from the child's GP, specialist, or school SENCO who has actually assessed the child is far more persuasive than a letter from someone who knows the family socially.
- Apply when your evidence is ready. The $2,000 cap resets on 1 July, and Work and Income publishes the panel deadlines on its Extraordinary Care Fund page.
How to Get the Full Breakdown
The Extraordinary Care Fund is one of several supplementary allowances available alongside UCB and Orphan's Benefit — alongside the $350 Establishment Grant, weekly Clothing Allowance, annual Birthday and Holiday Allowances, and School Start-up Payments. Many caregivers only claim the base weekly rate and miss thousands of dollars in extra support each year.
The Unsupported Child's Benefit and Orphan's Benefit guide for NZ caregivers walks through every allowance, with the application steps, forms, and evidence requirements laid out in one place so nothing falls through the cracks.
