Unsupported Child's Benefit and School and Childcare Costs in NZ
The Costs That Hit Hardest
When a child arrives unexpectedly, school and childcare expenses are among the first bills that pile up. Uniforms, stationery, school shoes, activity fees, early childhood education costs, and before-and-after-school care (OSCAR) add up fast — especially when you were not budgeting for a child at all.
The good news: several payments specifically target these costs for caregivers on Unsupported Child's Benefit or Orphan's Benefit.
School and Year Start-up Payment
This annual payment is designed to cover the costs of starting a new school year — uniforms, stationery, bags, shoes, and other supplies. The rates for 2026 are:
- Under 5 (early childhood education): $400
- 5 to 9: $450
- 10 to 13: $500
- 14 and over: $550
You need to apply for this payment separately each year through MyMSD or a paper form. The application window runs from the first Monday after 10 January to the last day of February. No receipts are required — you do not need to prove how you spent it.
The payment applies whether the child is in primary school, secondary school, or early childhood education. Do not assume it is only for school-aged children.
Extraordinary Care Fund for Bigger Costs
The School Start-up Payment covers routine annual expenses. For larger or specialised costs — such as a specific educational assessment, learning support materials, or therapeutic programmes — the Extraordinary Care Fund (ECF) can cover up to $2,000 per child per financial year.
ECF applications require quotes and letters of support. Costs under $500 need one letter; costs of $500 or more need two. For costs other than sports or arts, the second letter must be from another independent person. No support letter is needed for sports or arts costs under $1,000 per financial year. Examples of school-related expenses that ECF may cover include:
- Educational psychologist assessments for learning difficulties
- Specialist tutoring or literacy programmes
- Musical instruments or sports equipment recommended by a teacher or therapist for the child's development
The ECF does not cover everyday costs such as school trips or childcare.
Standard school costs already covered by the Start-up Payment are excluded from ECF — you cannot claim ECF for basic stationery or uniforms.

Childcare and OSCAR Subsidies
For pre-school childcare, you may be eligible for Work and Income's Childcare Subsidy. For approved before- and after-school care or school-holiday programmes, you may be eligible for the OSCAR Subsidy. These are separate from UCB and eligibility depends on Work and Income's criteria.
20 Hours ECE is available for children aged 3 to 5 at services that offer it. You need to select the hours in the child's enrolment agreement; the service cannot charge compulsory fees for the hours you sign up for.
The Childcare Subsidy can help with eligible pre-school childcare costs. The amount depends on your circumstances and the number of hours the child attends.
Putting the Pieces Together
A caregiver managing school costs for a child on UCB typically draws from three streams:
- The base UCB payment and Clothing Allowance — ongoing weekly income for day-to-day costs including school-related expenses
- The School Start-up Payment — an annual lump sum (application required in January–February)
- The Extraordinary Care Fund — for larger, non-routine costs (application required, with professional evidence)
Missing any one of these leaves money on the table. The School Start-up Payment alone is easy to overlook — if you do not apply during the January–February window, you miss it for the entire year.
The Unsupported Child's Benefit and Orphan's Benefit guide walks through each of these payments with the application steps, deadlines, and evidence requirements, so nothing gets missed during the school year cycle.
