IDHW Benefits for Relative Caregivers in Idaho
Two Divisions, Two Different Jobs
IDHW — the Idaho Department of Health and Welfare — runs the state's public assistance programs, but it is split into divisions that handle very different things:
Self Reliance Programs manages the benefits most kinship caregivers need: TAFI cash assistance, SNAP food benefits, Medicaid and CHIP health coverage, and ICCP child care subsidies. This is where you apply through idalink.idaho.gov or by calling 1-877-456-1233.
Child and Family Services (CFS) handles child protective investigations, foster care licensing, and court-involved child welfare placements. This is not where informal caregivers go to apply for benefits.
The distinction matters because many grandparents and relatives fear that contacting IDHW for benefits will somehow trigger CFS involvement. Applying for TAFI or SNAP through Self Reliance is an administrative process — it is not the same office, the same caseworkers, or the same purpose as a child welfare investigation.
What Self Reliance Offers Kinship Caregivers
Through one idalink application, you can apply for:
- TAFI child-only grant: up to $309/month in cash assistance, with the caregiver's income excluded
- SNAP: household-based food assistance
- Medicaid/CHIP: health coverage for the child
- ICCP: child care subsidies for working caregivers
Each program has its own income rules and eligibility criteria, but the application is consolidated. You check the boxes for the programs you want and IDHW evaluates each one separately.
Kinship Navigation Through 211
IDHW describes a Kinship Navigation service reachable through the 211 Idaho CareLine (dial 2-1-1 or 1-800-926-2588). Navigation develops service plans and case-manages them for relative caregivers. It is a routing and coordination service — connecting you to the right agencies and programs — rather than a benefit application service.
For caregivers who are overwhelmed and not sure where to start, the 211 call can point you in the right direction. But the actual applications still go through Self Reliance.

Regional Field Offices
IDHW has field offices across Idaho. For caregivers in rural areas — the Panhandle, Magic Valley, Snake River Plain — the nearest office may be hours away. Alternatives:
- idalink.idaho.gov for online applications
- 1-877-456-1233 for phone applications
- [email protected] for email
- P.O. Box 83720, Boise, ID 83720-0026 for mail
All methods reach the same system. The field office is most useful if you have complex documentation to present in person or if you need help navigating the paperwork.
Beyond IDHW: Other Agencies That Help
IDHW does not run every program available to kinship caregivers:
- WIC is administered through public health districts, not IDHW Self Reliance
- LIHEAP (heating assistance) runs through Community Action Agencies
- Title III-E caregiver support comes from the Idaho Commission on Aging and Area Agencies on Aging
- Court matters (guardianship, custody) go through the District Court system
A full map of how all these agencies connect — and which benefits layer with which — is in the Idaho Kinship Financial Help Guide.
