Idaho WIC, LIHEAP, and Emergency Help for Kinship Caregivers

WIC for Children Under Five

The Women, Infants, and Children program provides nutrition assistance for pregnant or postpartum women, infants, and children up to their fifth birthday. If you are a grandparent or relative raising a young child in Idaho, you can apply for WIC on the child's behalf — you do not need to be the child's parent.

WIC provides an electronic benefit card (eWIC) for specific nutritious foods: fresh fruits and vegetables, milk, cheese, eggs, whole grains, and infant formula. It does not provide cash.

Income Limits (July 2026 – June 2027)

Household Size Monthly Gross Income (185% FPL)
1 $2,461
2 $3,337
3 $4,212
4 $5,088
Each additional +$876

The Shortcut: Adjunctive Eligibility

If you or the child already receive SNAP, TAFI, or Medicaid, the child is automatically income-eligible for WIC. You do not need to provide income documentation — just proof of enrollment in one of those programs.

This is one of the reasons applying for multiple programs at once through idalink matters. One approval cascades into easier access to the others.

Where to Apply for WIC

WIC is administered through Idaho's public health districts, not through IDHW Self Reliance. Contact your local district health office:

  • Central District Health (Boise area)
  • Southwest District Health
  • South Central District Health
  • Southeastern Idaho Public Health
  • Eastern Idaho Public Health
  • Panhandle Health District
  • North Central District Health

You can find your district and schedule an appointment through IDHW's WIC page or by calling your nearest health district directly.

LIHEAP: Help with Heating Bills

The Low-Income Home Energy Assistance Program provides one-time payments to help cover heating costs during cold months. Idaho winters are hard on a fixed-income household that just added a child's expenses.

LIHEAP payments go directly to your utility provider — not to you. They do not affect your monthly TAFI, SNAP, or Medicaid eligibility.

Applications typically open in the fall and funds run out fast. Contact your local Community Action Agency to apply. Idaho has community action partnerships in every region of the state.

Emergency Assistance for Immediate Crises

When a child arrives suddenly, expenses spike before any benefit application can be processed. For immediate needs — food, clothing, bedding, utility shutoff prevention — these resources can bridge the gap:

  • Community Action Agencies: contact your local agency about available housing, nutrition, transportation, employment, education, or emergency services
  • Idaho 211 CareLine: dial 2-1-1 or 1-800-926-2588 for routing to local food pantries, emergency housing, and community aid
  • Local charitable organizations: St. Vincent de Paul, Salvation Army, and church-based emergency funds

Idaho LIHEAP provides one seasonal heating benefit per program year and may provide one crisis payment toward a utility bill. Other community assistance depends on the local program.

Title III-E: Respite and Support for Older Caregivers

If you are an older relative age 55 or older who lives with and is the primary caregiver for a child under 18, you may qualify for National Family Caregiver Support Program (Title III-E) services through the Idaho Commission on Aging and local Area Agencies on Aging:

  • Information and assistance, caregiver counseling and training, and support groups
  • Respite care
  • Limited supplemental services

This program runs through the Idaho Commission on Aging and local Area Agencies on Aging. It is not means-tested — your income does not affect eligibility. And it does not reduce any other benefits you receive.

Layering Everything Together

WIC, LIHEAP, emergency assistance, and Title III-E are designed to fill gaps that the core programs (TAFI, SNAP, Medicaid, ICCP) leave open. The Idaho Kinship Financial Help Guide maps out how all of these interact and helps you apply for the right ones in the right order.
