How to Use idalink to Apply for Idaho Benefits as a Relative Caregiver

What idalink Does

idalink is Idaho's online portal for public benefit applications. Through one account at idalink.idaho.gov, you can apply for TAFI cash assistance, SNAP food benefits, Medicaid health coverage, and ICCP child care subsidies — all in a single submission. For relative caregivers raising a grandchild or other family member's child, it is the fastest way to get started.

Setting Up Your Account

Go to idalink.idaho.gov and create an account. You will need a valid email address and a password. The account is tied to you as an individual — do not share login credentials with other family members or helpers.

If you need someone else to help manage your benefits, IDHW has a formal Authorized Representative process. You designate the person using the Authorized Representative Form (Appendix A in the HW 2000 application), which gives them permission to act on your behalf. Having a helper type on your keyboard is not the same as legal authorization.

Filing the Application

The application asks about everyone in the household: who lives there, their ages, relationships, and income sources. For a grandparent applying for a grandchild's benefits, you will fill in:

  • Your information: name, date of birth, Social Security number, income
  • The child's information: name, date of birth, Social Security number, any income the child receives
  • Household details: who lives together, whether you purchase and prepare food together
  • Which programs you are requesting: check TAFI, SNAP, Medicaid, and ICCP if they all apply

The system lets you check multiple programs at once. This is the single biggest advantage of idalink — one form, one submission, and IDHW determines eligibility for each program separately using its own rules.

Uploading Documents

idalink accepts document uploads directly. Scan or photograph:

  • Birth certificates or alternative identity documents
  • Proof of relationship (birth/marriage certificates, sworn affidavit)
  • Proof the child lives with you (school enrollment, medical records)
  • Income verification (pay stubs, Social Security award letter)
  • Any court documents you have (guardianship letters, custody orders)

Submit the application promptly even if you are still gathering documents. If IDHW needs more proof, it will tell you what to provide; respond by the deadline in its notice.

After You Submit

IDHW issues a written confirmation receipt. Then expect a phone interview from a caseworker — they will verify the information you provided and may ask for additional documentation.

Decision timelines:

  • SNAP: within 30 days (7 days if you qualify for expedited processing)
  • TAFI and Medicaid: within 45 days

If you do not hear back within those windows, follow up through idalink or by calling 1-877-456-1233.

Alternatives to idalink

Not everyone is comfortable with online forms. You can also apply:

  • By phone: 1-877-456-1233
  • By email: [email protected]
  • By mail: P.O. Box 83720, Boise, ID 83720-0026
  • In person: at any IDHW regional field office

The application is the same regardless of how you submit it. idalink just gets it there faster and lets you track the status online.

Managing Benefits After Approval

Once approved, use idalink to:

  • Check benefit amounts and payment dates
  • Report changes (address, income, household members)
  • Complete recertification when your review period comes up
  • Upload additional documents IDHW requests

Reporting deadlines differ by program. TAFI changes are due within 10 calendar days from when they become known; required SNAP changes are due by the 10th day of the following month; ICCP changes must be reported no later than 10 days after they occur. Missing a renewal deadline can end benefits when the current period expires; follow the program notice for next steps.
