Idaho Kinship Care Resources and Support Services for Relative Caregivers

Idaho Department of Health and Welfare (IDHW)

IDHW is the central agency for public benefits. Through its Self Reliance division, it administers TAFI cash assistance, SNAP food benefits, Medicaid, and ICCP child care subsidies. Apply through idalink.idaho.gov, by phone at 1-877-456-1233, or at a regional field office.

IDHW also offers a Kinship Navigation service, reachable through the 211 CareLine, that develops service plans for relative caregivers. The public description does not confirm that navigators help with benefit forms or interview preparation specifically, but they can connect you to the right programs and agencies.

211 Idaho CareLine

Dial 2-1-1 or call 1-800-926-2588. The CareLine is a statewide referral service that connects families to local food pantries, emergency housing, respite care, community action agencies, and other support. It is a routing service — the operators point you in the right direction — not a benefit application agency.

For caregivers in rural Idaho who live hours from the nearest IDHW field office, the CareLine can help identify the closest resources and the best way to reach them.

Boise State Relatives as Parents (RAP) Program

Boise State University's School of Public and Population Health has conducted research on Idaho relatives-as-parents and the support networks they rely on. The project collaborates with service organizations; it is not a benefit application service.

Idaho Legal Aid Services (ILAS)

A statewide nonprofit providing free legal representation to low-income individuals in guardianship, domestic violence, public benefit appeals, and other civil matters.

  • Statewide intake: 208-746-7541
  • Website: idaholegalaid.org

ILAS can help if your benefits are denied and you need representation at a fair hearing, or if you need legal help with a guardianship petition.

Idaho Volunteer Lawyers Program (IVLP)

Sponsored by the Idaho State Bar, IVLP coordinates pro bono legal assistance for qualifying low-income individuals in family law matters.

  • Contact: 208-334-4500 (Idaho Law Foundation main line)

Court Assistance Office (CAO)

CAOs are located in selected courthouses throughout Idaho. The statewide site, courtselfhelp.idaho.gov, provides self-help legal forms and procedural instructions for guardianship filings (Form CAO GCM 1-1 for minor guardianship); ask your county clerk for the nearest office. CAO staff can explain which forms to file and where, but they cannot give legal advice or represent you in court.

The CAO handles court matters only — it has no role in TAFI, SNAP, or Medicaid applications.

Idaho Commission on Aging and Area Agencies on Aging

Older relatives age 55 or older who live with and are the primary caregiver for a child under 18 may qualify for National Family Caregiver Support Program (Title III-E) services through the Idaho Commission on Aging and local Area Agencies on Aging. Services can include information and assistance, counseling and training, support groups, respite care, and limited supplemental services. There is no means test; ask your local AAA about available services.

Contact ICOA at 208-334-3833 or your local Area Agency on Aging.

Community Action Agencies

Community Action Agencies serve every county in Idaho. Local services may include housing, nutrition, transportation, employment, education, and emergency assistance. They also administer LIHEAP heating assistance and connect families to other community resources.

The types of assistance and payment method depend on the local program.

Putting the Pieces Together

Each of these organizations handles a different slice of the support system. IDHW processes benefit applications. Legal aid handles court and appeal matters. The 211 CareLine routes you to community resources. The Area Agency on Aging supports older caregivers.

If you want a single reference that maps these organizations to the specific situations where each one helps — and shows you how the financial programs layer together — the Idaho Kinship Financial Help Guide consolidates everything into one resource.
