Emergency Financial Help for Grandparents Raising a Child in Massachusetts

When a Child Arrives Without Warning

Most kinship care arrangements start with a phone call — a grandchild needs a place to stay tonight because of a parent's crisis. There is no time to research programs, fill out applications, or wait 30 days for a decision. The child needs food, a bed, possibly a doctor, and you need to know where money is coming from.

Here is the fastest path through the Massachusetts system when time is short.

Day One: Food and Health Coverage

Expedited SNAP. If your household has less than $150 in gross monthly income and $100 or fewer in liquid assets, DTA must issue SNAP food benefits within 7 calendar days of your application — not the standard 30-day window. Apply through DTA Connect (dtaconnect.eohhs.mass.gov) or call DTA. Mention that you need expedited processing when you apply. These benefits go onto an EBT card that works at grocery stores immediately upon activation.

MassHealth. A child may qualify under non-filer rules, which can exclude the caregiver's income from the child's eligibility calculation. Eligibility also depends on household and child-income rules. Apply through the Massachusetts Health Connector (mahealthconnector.org) or call 1-800-841-2900.

Emergency room access. If the child has a medical emergency, seek emergency care or call 911. Apply for MassHealth promptly, and contact MassHealth or the provider if you need to confirm coverage or billing options while an application is pending.

Week One: Cash Assistance

TAFDC child-only grant. This is the primary ongoing cash program — $488 to $528 per month for one child. DTA has 30 days to process the application, and the protective filing date is the day DTA receives a signed application with at least your name, address, and signature. Missing verifications do not invalidate that filing date; once you submit them, benefits are calculated from the initial filing date.

Apply through DTA Connect as soon as possible, even if you do not have all the verification documents ready. You can upload verifications later, but the application must include your name, address, and signature to establish the filing date.

If you are facing a housing or utility crisis. The Residential Assistance for Families in Transition (RAFT) program, administered by the Executive Office of Housing and Livable Communities through regional agencies, may provide eligible households up to $7,000 in a 12-month period for rent arrears, mortgage assistance, utility shutoff prevention, or moving costs. Applicants must show an eligible housing crisis and have gross income at or below 50% of Area Median Income (AMI). See RAFT application information.

Week Two: Everything Else

Once the immediate crisis is stabilized — the child has food, a doctor, and a cash application filed — you can start working through the remaining programs at a more reasonable pace:

Local Emergency Resources

Family Resource Centers in every Massachusetts county provide support and referrals, including connections to emergency food resources. Call the Kinship Navigator at 1-844-924-4546 to locate yours.

Salvation Army and local churches often have emergency funds for families in crisis. Some can help with a one-time payment for a bed, winter coat, or car seat.

211 Massachusetts (dial 2-1-1 from any phone) connects you to local emergency services, food pantries, and clothing closets. It is available 24/7 and can be faster than searching online when you are overwhelmed.

Do Not Wait to Apply

The single biggest mistake kinship caregivers make during a crisis is waiting to apply for benefits until they "have time" or "have all the paperwork." Every day you delay is a day lost from the protective filing date, which means less retroactive pay when the application is finally approved.

File the TAFDC and SNAP applications on day one, even if they are incomplete. Upload documents as you find them. DTA must process based on the filing date, not the date all verifications arrive.

The Massachusetts Kinship Financial Help guide includes a first-week priority checklist designed exactly for this situation — what to file first, what can wait, and what documents to gather while applications are pending.
