Emergency Financial Help for Grandparents Raising Grandchildren in California

A grandchild shows up at your door with a garbage bag of clothes and nothing else. The parent is gone — arrested, hospitalized, disappeared. You need food today, a doctor's appointment this week, and cash help before the month is out. California has programs that can move that fast, but you have to know which ones to ask for first.

Day One: Call 2-1-1

Dial 2-1-1 from any phone in California. It's a free, 24/7 statewide referral line that connects you with local emergency resources based on your zip code. Tell them you're a grandparent (or relative) who just took in a child. They can direct you to:

  • Emergency food banks and pantries that serve families same-day
  • Clothing closets and diaper banks
  • Emergency housing assistance if you're at risk of losing your home due to the added expense
  • Your county's Kinship Support Services Program (KSSP)

2-1-1 doesn't require paperwork or proof of anything. It's a triage call that gets you pointed in the right direction while you sort out the formal applications.

Expedited CalFresh (Food Benefits Within 3 Days)

CalFresh has a mandatory expedited processing track. If your combined household has gross monthly income under $150 and liquid resources of $100 or less — or if your shelter and utility costs exceed your gross income plus resources — the county must process your CalFresh application within 3 calendar days.

Apply online at BenefitsCal.com and mention that you need expedited processing. If eligible, the county must make expedited benefits available no later than the third calendar day after you apply; follow the county's instructions for receiving them.

Even without qualifying for expedited processing, CalFresh applications are typically processed within 30 days. But the expedited track exists specifically for emergencies.

KSSP Emergency Funding

Some California counties fund a Kinship Support Services Program (KSSP), and services vary. Where available, providers may offer emergency help or referrals for needs such as:

  • Beds, cribs, and bedding
  • Clothing and shoes
  • School supplies
  • Utility bill relief when your costs spike from adding a child
  • Emergency food assistance beyond CalFresh

Where KSSP is available, informal relative caregivers may be served without a court order, guardianship, or CPS involvement. Contact your county or ask 2-1-1 about local availability.

CalWORKs Homeless Assistance

If your household is homeless or at risk of homelessness, ask the county about CalWORKs Homeless Assistance. Eligible CalWORKs recipients or apparently eligible applicants may qualify. Help can include:

  • Temporary shelter costs (up to 16 days)
  • Permanent housing help may cover a security deposit and last month's rent, or up to two months of rent arrears

Temporary shelter assistance is available for up to 16 days once every 12 months, with exceptions. The program is administered through CalWORKs at the county level; contact your county welfare office to check eligibility and apply.

Medi-Cal for the Child

Children under 19 qualify for full-scope Medi-Cal regardless of immigration status when California residence criteria are met. For an eligible applicant, coverage generally starts on the first day of the application month if the child met eligibility requirements then. Ask the county about requesting retroactive coverage for eligible services in the three months before the application.

A grandchild with no income qualifies easily under the non-filer rules. Apply through BenefitsCal.com alongside CalFresh and CalWORKs.

Emergency Caregiver Funding (CPS Placements Only)

If the child was placed with you by child welfare services — meaning CPS is involved and the child is a court dependent — you may qualify for Emergency Caregiver (EC) funding under WIC § 11461.36. EC funding matches the basic foster care rate and is available before you complete Resource Family Approval. It lasts up to 120 days and may be extended to 365 days for documented good cause when approval is delayed.

This program doesn't apply to informal arrangements. If CPS brought the child to you, ask the social worker about EC funding.

The First Week Checklist

  1. Call 2-1-1 for immediate food, clothing, and local referrals
  2. Apply online at BenefitsCal.com for CalFresh (request expedited), CalWORKs child-only, and Medi-Cal
  3. Contact your county KSSP for emergency cash assistance
  4. Complete a Caregiver's Authorization Affidavit so you can enroll the child in school and take them to the doctor
  5. If the child was placed by CPS, ask the social worker about Emergency Caregiver funding

The California kinship financial help guide walks through each of these steps in detail, with every form, every deadline, and the phone numbers you need — organized for the first 72 hours and the first 30 days.
