Massachusetts Kinship Navigator: What the Helpline Does and How to Use It
What Is the Kinship Navigator?
The Massachusetts Kinship Navigator is a free service run by the Department of Children and Families (DCF) that helps relatives raising children find local resources, community programs, and benefit information. It exists specifically for grandparents, aunts, uncles, and other family members who stepped in when a parent could not — and who now need to figure out what help is available.
The service is not a benefit program itself. It does not approve or deny applications. What it does is connect you to the right agency for your situation, whether that means the Department of Transitional Assistance for a TAFDC child-only grant, MassHealth enrollment, childcare vouchers, or a local Family Resource Center that runs support groups.
How to Reach the Helpline
Call 1-844-924-4546 (1-844-924-4KIN), toll-free. The navigator can:
- Walk you through which benefits to apply for first
- Explain which documents you will need for each agency
- Connect you with a local Family Resource Center or support group
- Refer you to free legal aid if you need help with guardianship paperwork
- Point you toward respite care or counseling services through your regional Aging Services Access Point
You do not need a court order, guardianship, or any formal legal arrangement to call. Informal caregivers — relatives who are simply raising a child without any court involvement — are welcome to use the service.
What the Navigator Can and Cannot Do
The navigator is a referral service, not a caseworker. They will not file applications on your behalf or make eligibility decisions. What they are good at is cutting through the confusion of dealing with multiple state agencies at once.
If you are trying to figure out whether to apply for TAFDC first or MassHealth first, or whether you need a caregiver authorization affidavit before enrolling a child in school, the navigator can lay out the sequence so you are not making five separate phone calls.
They also maintain a directory of community resources by region — food pantries, clothing closets, emergency fuel assistance, and holiday gift programs — that are not on any single state website.

When to Call
The helpline is most useful in three situations:
Right after a child arrives. If a grandchild or niece or nephew has just come to live with you unexpectedly, the navigator can help you prioritize the most urgent steps: getting the child on MassHealth, applying for a child-only grant, and locating a pediatrician who will see the child before you have legal paperwork sorted out.
When a benefit gets denied or stopped. If DTA sends a termination notice or your MassHealth renewal stalls, the navigator can refer you to legal aid organizations that handle DTA fair hearing appeals at no cost.
When you feel stuck. Many caregivers hit a point where they have one or two benefits running but know there should be more available. The navigator can help you review what you already receive and identify programs to ask about — EEC childcare vouchers, Card to Culture museum passes, or the Family Caregiver Support Program through MassOptions.
Online Resources
Beyond the phone line, DCF publishes a Kinship Navigator key resources page on mass.gov that links to tip sheets, regional directories, and downloadable guides. The Massachusetts Commission on the Status of Grandparents Raising Grandchildren (MassGRG) also maintains resources at massgrg.com, including a schedule of support groups across the state.
For a complete walkthrough of every Massachusetts benefit available to relatives raising children — TAFDC, SNAP, MassHealth, GAP, and childcare vouchers — the Massachusetts Kinship Financial Help guide puts it all in one place with the documents you will need for each application.
