NC Emergency Financial Help for Grandparents Raising a Child

Work First Emergency Assistance

Work First Emergency Assistance (WFFA-EA) provides short-term, non-recurring cash help to families facing a temporary financial crisis. This covers situations like an eviction notice, utility shut-off, or immediate need for household essentials after a child arrives unexpectedly.

Eligibility is income-based — generally, your household income must be under 150% to 200% of the federal poverty level, depending on your county's block grant plan. Unlike the Work First Child-Only grant, WFFA-EA considers the caregiver's income.

Key limits:

  • Aid cannot exceed 4 months in duration
  • It's for acute crises, not ongoing support
  • You apply at your county DSS office using Form DSS-8169

If a grandchild just arrived in your home this week and you need immediate help with bedding, clothing, diapers, or a security deposit for a larger apartment, WFFA-EA is designed for exactly this moment. Mention the kinship situation to the intake worker and ask what documents your county needs.

DSS Emergency Placement Fund

For children who are in county DSS custody or at immediate risk of foster care entry, county DSS caseworkers can access the state Emergency Placement Fund. This discretionary fund covers immediate essentials: bedding, clothing, car seats, and basic supplies to stabilize a kinship placement and prevent the child from going to a non-relative foster home.

You can't apply for this directly — it's accessed through the child's assigned county DSS child welfare caseworker. If DSS placed the child with you (or you took the child in as a safety resource while DSS is involved), ask the caseworker specifically about emergency placement funding. Many caregivers never hear about it unless they ask.

Expedited Food Stamps

If your household has monthly gross income under $150 and liquid resources of $100 or less, or if its combined monthly gross income and liquid resources are less than monthly rent or mortgage plus utilities, you may qualify for expedited FNS (food stamps) processing. Eligible households must receive benefits within 7 calendar days instead of the standard 30.

When you apply for FNS through ePASS or at your county DSS office, flag the urgency. Say the words "I need expedited processing" — the intake system has specific screening criteria, but a direct request makes sure it doesn't get overlooked.

Other Emergency Resources

NC 211: Call 211 for immediate referrals to local emergency food banks, clothing closets, and utility assistance programs. Available 24/7.

Crisis Intervention Program (CIP): If you're facing a utility disconnection, CIP provides up to $600 per fiscal year for heating or cooling emergencies. Apply at county DSS with a past-due bill.

Salvation Army and community action agencies: Many NC counties have Salvation Army offices or community action agencies that provide one-time emergency rent, utility, or deposit assistance. Income limits and availability vary by location — 211 can tell you what's available in your county.

Church and faith-based assistance: Local churches often provide immediate help with groceries, gas cards, and children's clothing. Your child's school counselor and the 211 operator are the two best sources for finding these.

Moving from Emergency to Stable

Emergency programs buy time, but they're not designed to be long-term support. Once the immediate crisis is handled, apply for the ongoing programs that provide sustained help: Work First Child-Only (your income excluded, no time limit), Medicaid for the child, FNS, and subsidized childcare.

The NC Kinship Financial Help Guide walks through the full set of ongoing benefits and how to apply for all of them, so you can move from crisis mode to a stable financial plan for the child.
