Apply for Unsupported Child's Benefit Online via MyMSD

Starting Your Application Through MyMSD

MyMSD is Work and Income's online portal where you can begin an application for Unsupported Child's Benefit or Orphan's Benefit, upload documents, and track your case. You can access it at my.msd.govt.nz — you can sign in with a MyMSD PIN; RealMe is optional.

The online portal lets you register your intent to apply and upload supporting documents. But it does not replace the full application process. You still need to submit the completed Form M14 (the Orphan's or Unsupported Child's Benefit application form) and attend an interview or family meeting with a Work and Income case manager.

The critical thing to understand: your 20-working-day clock starts from the date of your first contact — whether that is through MyMSD, by phone (0800 559 009), or in person at a service centre. Using MyMSD to make initial contact is fine, but do not let the online process lull you into thinking you have more time. The clock is already running.

What You Can Do on MyMSD

  • Upload scanned or photographed documents — birth certificates, identification, written statements, court orders, letters of support. For identity and birth-certificate checks, Form M14 asks for original documents or copies certified as true copies; follow its instructions for uploading them.
  • Check messages from your case manager — Work and Income will post requests for additional evidence or meeting invitations through the portal.
  • Track your application status — you can see whether your application is still being processed, whether additional documents are outstanding, or whether a decision has been made.

What you cannot do through MyMSD alone is complete the entire UCB or OB application without a case manager conversation. The benefit requires an assessment of family breakdown (for UCB) or parental death/incapacity (for OB), which involves either a face-to-face appointment or a phone interview.

The Work and Income Appointment

After you lodge your initial application and documents, Work and Income will schedule an appointment. Here is what to expect:

The case manager will ask about the child's living situation. They need to confirm you are the primary caregiver — that the child lives with you full-time and you are responsible for their day-to-day care, housing, meals, and school attendance.

They will ask about the parents. For UCB, the case manager needs to establish that both parents are unable to provide care or financial support because of family breakdown. They will ask you what you know about the parents' circumstances — addiction, imprisonment, mental health, abandonment, or other reasons. They are not making moral judgements; they are documenting the facts to satisfy the statutory test under Section 46 of the Social Security Act 2018.

They may contact the parents. In some cases, Work and Income will attempt to reach the parents directly. If contact would put you or the child at risk — for example, if there is a protection order or a history of family violence — tell the case manager upfront. MSD policy allows them to waive parental contact and rely on professional evidence (social worker letters, police reports, FGC plans) instead.

They will confirm your identity, residency, and the child's details. Bring the original or certified documents listed in Form M14 if you have not already provided them.

Arriving with everything prepared — documents organised, written statement ready, parent details as complete as possible — makes the process faster and reduces the chance of follow-up requests that eat into your 20-working-day window.

After the Appointment

The case manager processes your application and supporting evidence. A decision typically takes two to four weeks from the date all evidence is submitted. If approved, you receive a Notice of Grant with your weekly payment rate, start date, and the supplementary allowances attached to the benefit.

If declined, you receive a formal Notice of Decision with the statutory grounds and your right to request a Review of Decision — which you can do within three months after receiving notification of the decision.

Preparing Before You Start

The complete NZ caregiver guide includes a document readiness checklist and an interaction log you can use to track every upload, appointment, and case manager conversation through the 20-working-day application window.
