How to Apply for Unsupported Child's Benefit in NZ
The Application Process Step by Step
Applying for the Unsupported Child's Benefit (UCB) is straightforward once you know the timeline and what documents you need. The biggest risk isn't the paperwork itself — it's the 20-working-day deadline that starts the moment you first contact Work and Income.
Step 1: Make First Contact
You can start the process three ways:
- Phone: Call Work and Income on 0800 559 009
- Online: Log into MyMSD (my.msd.govt.nz) and begin an application
- In person: Visit your nearest Work and Income service centre
This first contact is critical because it sets your entitlement start date. Work and Income cannot backdate payments to before this date. If a child moved in with you two months ago and you're only calling now, those two months of payments are gone. Call first, even if your documents aren't ready yet.
Step 2: Get the M14 Form
The official application is the M14 — "Orphan's or Unsupported Child's Benefit application form." It covers both the Orphan's Benefit and the UCB on a single form. You can download it as a PDF from the Work and Income website or pick up a paper copy at a service centre.
The form asks for your personal details, the child's details, information about both natural parents (names, last known addresses, phone numbers, employment), and a written explanation of the family breakdown.

Step 3: Gather Your Documents (Before the Clock Runs Out)
From your first contact, you have exactly 20 working days to submit the completed M14 and all supporting evidence. Miss this window and the application is cancelled — you'd have to start over with a new contact date.
What You Need
Your identity and residency:
- NZ birth certificate, passport, or citizenship/permanent residency certificate
- Two forms of photo ID
- Proof of residential address (utility bill or tenancy agreement)
- Bank account deposit slip or stamped statement for direct credit
The child's details:
- Full NZ birth certificate showing parental names
- Medical records, school enrolment confirmation, or Plunket well-child book establishing the child lives with you
Evidence of parental circumstances:
- Names, last known addresses, phone numbers and employment details of both parents
- Written statements explaining the family breakdown
- Any of these as supporting evidence: sealed Family Court orders, Family Group Conference plans, police reports, letters from social workers, medical specialists, or school principals
Certified copies matter. Work and Income requires copies certified by a Solicitor, Justice of the Peace (JP), Court Registrar, or Notary Public. Bringing uncertified photocopies is one of the most common reasons for delays. JPs are free — find one at your local court or Citizens Advice Bureau.
When a Parent's Location Is Dangerous
If contacting a parent poses safety risks because of domestic violence or protection orders, MSD policy directs case managers to waive direct parental contact requirements. They'll rely on third-party professional evidence or Family Group Conference records instead.
Step 4: The Interview
Work and Income may schedule an interview or family meeting to assess the application. This is a standard part of the process. Be prepared to explain the family circumstances factually and calmly. Bring all your documents organised in one folder. If a Family Group Conference has already happened and an outcome plan exists, that often satisfies the interview requirement entirely.
Step 5: Wait for the Decision
Standard processing takes 2 to 4 weeks from when all your documents are submitted. If approved, you'll receive a formal Notice of Grant showing your weekly payment rate, start date, and associated allowances. The $350 Establishment Grant is paid automatically with the first approval, except when the benefit is granted within 28 days of a previous cancellation for the same child or a Home for Life payment was previously received.
If you're experiencing severe financial hardship while waiting, you can request an emergency Advance Payment of Benefit or a Special Needs Grant for immediate food, housing, or utility costs. These are discretionary and income-tested, but they're available during the processing period.
If You're Declined
If Work and Income declines your application, they must give you a written Notice of Decision with the statutory grounds. You have the right to request a Review of Decision. MSD first conducts an internal review; if it upholds the original decision, the case is referred to a three-person Benefits Review Committee. The GRG Trust (0800 472 637) has specialist advocates who can help with appeals.
