Quebec Grandchild Benefits Calculator: What Kinship Caregivers Can Claim

One of the first questions kinship caregivers ask after taking in a child is how much financial help they can actually get. The answer depends on your legal status, your income, the child's age, and which tutorship route you followed.

The Three Benefit Streams

Quebec kinship caregivers can potentially access three separate financial streams. They stack — you are not choosing one over the others.

1. Quebec Family Allowance (Allocation famille)

Administered by Retraite Québec, this is a provincial benefit paid to the person who is primarily responsible for the child's care. The maximum annual amount is approximately $3,068 per child (2026 figure), though the actual amount depends on your household income, the number of children, and whether the child has a disability.

Eligibility requirement: You must be recognized as the person primarily responsible for the child. A tutorship judgment is the clearest proof. Without one, Retraite Québec may accept other evidence of primary care, but the process is slower and less certain.

How to apply: Use Retraite Québec's change-of-caregiver process and provide proof of the caregiving change, such as a tutorship judgment or evidence of primary daily care.

2. Canada Child Benefit (CCB)

The federal CCB from the Canada Revenue Agency is the larger benefit for most families. For July 2026–June 2027, the projected maximum is $8,157 per child under 6 and $6,883 per child aged 6 to 17. The actual amount is income-tested and decreases as family net income rises.

Eligibility requirement: You must be primarily responsible for the child's care and upbringing. A tutorship judgment can help establish your role, but caregivers may qualify before tutorship is finalized if they establish primary care. Apply using Form RC66 (Canada Child Benefits Application) and Form RC66-1 (Declaration That You Are the Person Who Is Mainly Responsible for the Care of the Child).

Key detail for kinship caregivers: The CCB calculation uses the claimant family's adjusted family net income. If you are a grandparent on a pension with modest family income, your CCB may differ from what the parent received.

3. YPA Financial Assistance (Decree 1914-2023)

If the Court of Québec appointed you tutor under Article 70.1 or 70.2 of the Youth Protection Act, you may qualify for a separate financial assistance program only if the child was continuously placed in substitute care with you under the Act, as a foster carer or ressource de type familial, for at least six months immediately before judgment. This includes:

  • An indexed daily rate (varies by region and child's needs)
  • A mandatory $5/day personal allowance for the child
  • The child must have been in foster placement for at least 6 consecutive months before the tutorship

Critical deadline: Apply to your regional health establishment (CISSS/CIUSSS) within 60 days of the tutorship judgment. Annual renewal is required by November 30 each year.

This assistance stacks on top of the Family Allowance and CCB.

A Rough Annual Estimate

For an eligible child under 6, the maximum base Family Allowance plus the projected maximum CCB for July 2026–June 2027 totals up to $11,225 annually before any YPA assistance:

  • Quebec Family Allowance: up to $3,068
  • Canada Child Benefit: up to $8,157 (projected; income-dependent)
  • YPA financial assistance (if applicable): varies, but adds a meaningful daily rate

The actual amounts depend on family income, the child's age, benefit eligibility, and whether YPA assistance applies.

What You Cannot Claim Without Tutorship

Without a formal tutorship judgment, benefits are not automatically transferred:

  • The Family Allowance may be paid to the person who assumes actual daily care, and the CCB may be paid to the person primarily responsible for care and upbringing, if each agency's proof requirements are met.
  • YPA financial assistance requires a tutor appointed under Article 70.1 or 70.2 of the Youth Protection Act and the program's additional eligibility conditions.
  • Whether you can claim the child as a dependant for tax purposes is a separate CRA question.

Informal care, no matter how long it lasts, does not automatically redirect benefits. Notify Retraite Québec and the CRA of the caregiving change and provide evidence of primary care; formal tutorship is not required for CCB eligibility when primary care is established.

Tax Implications

Once you are the child's tutor and primary caregiver, you may also be eligible for the GST/HST credit or the Quebec Solidarity Tax Credit under their separate eligibility rules. Filing for CCB does not itself establish eligibility for these credits.
