Quebec Kinship Care Financial Support: Every Benefit You Can Claim

Raising a relative's child in Quebec costs real money — food, clothing, school supplies, activities, medical co-pays. The financial support available depends on which legal route brought the child into your care. Here's a consolidated breakdown of every benefit a Quebec kinship carer can access in 2026.

Provincial: Retraite Québec Family Allowance

Available to any caregiver (tutor or informal) who is primarily responsible for a child under 18 in Quebec.

Component 2026 Amount Notes
Base allowance (maximum) $3,068/year ($255.66/month) Reduces above $57,822 household income (couple) or $42,136 (single)
Base allowance (guaranteed minimum) $1,221/year ($101.75/month) Every eligible caregiver gets at least this
School supplies supplement $127/year Automatic in August for children aged 4–16; no income test
Handicapped child supplement (SEH) $241/month ($2,892/year) Requires medical certification; no income test
Exceptional care Tier 1 (SEHNSE) $1,215/month ($14,580/year) Severe, multi-system medical needs
Exceptional care Tier 2 (SEHNSE) $808/month ($9,696/year) Complex ongoing medical care

To claim, file a Change of Caregiver notice with Retraite Québec (online via Mon dossier or by paper). Benefits can be backdated up to 11 months.

Federal: Canada Child Benefit (CCB)

Available to the primary caregiver regardless of whether formal tutorship has been finalized — actual daily care is what matters.

Child age July 2025–June 2026 maximum Projected July 2026–June 2027
Under 6 $7,997/year ($666.41/month) $8,157/year ($679.75/month)
Ages 6–17 $6,748/year ($562.33/month) $6,883/year ($573.58/month, projected)

Reduction begins at adjusted family net income of $37,487 (2025–26 year). Apply with CRA Form RC66.

YPA Financial Assistance (Decree 1914-2023)

Available only to tutors appointed under Articles 70.1 or 70.2 of the Youth Protection Act — meaning the child entered care through a DPJ intervention and was in continuous foster placement with you for at least 6 months immediately before the tutorship judgment.

  • Daily maintenance allowance based on child age brackets (aligned with foster care rates)
  • Supplementary personal allowance: $5.00/day ($152.10/month)
  • Annual indexation on January 1

Private civil tutors (suppletive or dative under the Civil Code) do not qualify for this specific benefit. It's exclusive to the YPA pathway.

Critical deadlines:

  • Apply to CISSS/CIUSSS within 60 days of the tutorship judgment
  • Renew by November 30 each year or payments suspend January 1

Support runs until the child turns 18, extendable to 21 if they remain in school.

Combined Support Example

A grandparent with a YPA tutorship order raising one child aged 8 could receive:

  • Quebec Family Allowance: up to $3,068/year
  • Canada Child Benefit: up to $6,883/year (projected for July 2026–June 2027)
  • YPA financial assistance: maintenance rate + $1,825/year personal allowance
  • School supplies supplement: $127/year

Total provincial and federal support alone: over $11,700 per year before YPA maintenance. For a private civil tutor without YPA involvement, that figure is still over $9,800.

Benefits That Don't Stack (or Don't Apply)

  • YPA financial assistance is not available to private civil tutors
  • Provincial and federal benefits do stack — receiving one doesn't reduce the other
  • The disability supplements (SEH, SEHNSE) require separate medical certification and don't depend on tutorship type
  • Check the CRA's separate eligibility rules for GST/HST credit and other tax-based benefits before relying on them; this overview does not establish that they adjust automatically when you list the child as a dependent

Getting Started

The biggest mistake kinship carers make is leaving money on the table — filing for the Family Allowance but forgetting the CCB, or missing the 60-day YPA deadline because nobody mentioned it. Each benefit has its own application process and its own agency.

The Quebec Tutorship and Family Allowance Guide includes a benefits hand-off worksheet that walks through every application in sequence, so nothing gets missed.
