Kinship Navigator Washington State: Resources for Relative Caregivers

You have a child in your care, a stack of forms you do not fully understand, and no idea where to start. Washington's Kinship Navigator programme exists to answer exactly that question — not with legal advice, but with a real person who knows which agency handles what and how to get there.

What a Kinship Navigator Actually Does

Kinship Navigators are funded by DSHS through the Aging and Long-Term Support Administration (ALTSA) and operate across the state through local Area Agencies on Aging (AAA), tribal organisations, and community non-profits. A navigator will:

  • Help you identify which consent forms you need for school and medical care
  • Connect you with financial assistance programmes (TANF child-only grants, Apple Health for Kids, childcare subsidies)
  • Refer you to respite care, support groups, and counselling
  • Walk you through referrals to legal aid if your situation needs more than paperwork

They will not draft legal documents for you, file court papers, or give legal advice. Their role is navigation — pointing you to the right resource at the right time.

How to Find Your Local Navigator

Washington's AAA network divides the state into planning and service areas. Each area has at least one organisation running kinship navigator services. The fastest routes:

  1. DSHS Kinship Care page — lists navigator contacts by county
  2. Dial 211 — Washington's community resource line routes kinship caregiver calls to local programmes
  3. Your local Area Agency on Aging — even if the child is young, AAAs coordinate kinship services regardless of the caregiver's age

If you are in the greater Seattle area, the Kinship Caregiver Support Center through Sound Generations is one of the larger programmes. Eastern Washington caregivers typically connect through Aging & Long Term Care of Eastern Washington.

The CLEAR Hotline and Legal Aid

For legal questions — "Do I need a power of attorney or a guardianship?" or "The school is refusing to enrol my grandchild" — the Coordinated Legal Education, Advice and Referral (CLEAR) hotline is the starting point:

  • General line: 1-888-201-1014
  • Seniors 60+: 1-888-387-7111 (no income screening)

CLEAR provides free legal screening and advice by phone. They can tell you whether you qualify for representation through the Northwest Justice Project or a local legal aid clinic. They will not prepare a complete document packet on the phone, but they will tell you which forms to fill out and how.

WashingtonLawHelp.org

The Northwest Justice Project maintains WashingtonLawHelp.org, the best single source for free Washington kinship caregiver forms. The Health 752 form (the kinship caregiver health declaration under RCW 7.70.065) is there, along with plain-language guides to the declaration process. It is free, it is current, and it is the form many clinics already recognise.

Filling the Gaps Between Resources

Each of these resources covers a slice of the problem. The navigator connects you to programmes but does not draft forms. CLEAR gives legal advice but does not prepare complete packets. WashingtonLawHelp has the health declaration but not the school enrolment steps. None of them track your six-month renewal dates or tell you what to say when a provider refuses the form.

Our Washington School and Medical Consent Guide pulls the forms, the school process, the medical process, and the escalation steps into one organised reference — the single packet these free resources assume someone else is giving you.
