Washington TANF and SNAP Renewal: Mid-Certification Review Guide
The most common reason kinship caregivers lose benefits they already qualified for isn't a change in eligibility — it's a missed renewal deadline. DSHS operates on staggered certification periods, and the mid-certification review notice is the one that catches people off guard.
How Renewal Schedules Work
TANF and Basic Food run on different certification clocks, even though you applied for both through the same Washington Connection application.
Basic Food (SNAP) typically has a 12-month certification period with a mid-certification review at month 6. DSHS mails a review form asking you to report any changes in household composition, income, or address. If you don't respond by the deadline printed on the notice, DSHS closes your food benefits.
TANF child-only cash also requires periodic review, though the schedule can vary. DSHS may send a redetermination notice requiring updated verification of the child's living arrangement, the child's income, and your continued caretaker status.
Apple Health for Kids has its own 12-month renewal cycle. The Health Care Authority attempts automatic renewal first using electronic wage and benefit databases. If that verification fails, HCA mails a paper renewal form with a 30-day response window.
These three programs rarely align their renewal dates. A grandparent might face a Basic Food mid-certification review in March, a TANF redetermination in June, and an Apple Health renewal in September — each requiring different documents and sent by different offices.
What to Do When the Notice Arrives
When you get a renewal or mid-certification review notice from DSHS:
Read the deadline. It's printed on the notice. Mark it on your calendar immediately. Response periods depend on the program and notice; do not assume every notice gives you 30 days. Missing the deadline can stop benefits.
Gather the requested documents. The notice specifies what DSHS needs. Common requests include:
- Updated proof of the child's residence (school records, a current report card)
- The child's current income documentation (Social Security statement, child support records)
- Your signed DSHS Relative Caregiver Declaration if the previous one has expired
- Rent or mortgage verification if shelter costs changed
Respond through Washington Connection or your local CSO. You can upload documents through the Washington Connection portal, fax them, mail them, or bring them in person to your Community Services Office. Uploading gives you a timestamp — useful if there's a dispute about whether you met the deadline.
How to Avoid Gaps
Three practices prevent the most common renewal failures:
Track all certification periods in one place. When you're approved for TANF, Basic Food, and Apple Health, write down the certification end date and mid-review date for each. Set reminders two weeks before each deadline.
Keep a running document file. Every time you get a new school enrollment letter, updated Social Security statement, or rent receipt, add it to your file. When a renewal notice arrives, you already have what you need instead of scrambling.
Report changes proactively. If the child moves out, a new child moves in, or the child starts receiving income, report it to DSHS before the next review. Unreported changes caught during a review can trigger overpayment calculations and recoupment.

When Benefits Stop Unexpectedly
If benefits stop and you didn't receive a notice (or the notice went to an old address), call DSHS Customer Service at 1-877-501-2233 or contact your local Community Services Office. Ask whether the case can be reopened or whether you need to submit a new application.
For a denial or reduction you believe is wrong, you have 90 calendar days from the notice mailing date to request a fair hearing. File within 10 calendar days of the notice mailing date to keep benefits running at the current level while the appeal is pending.
Staying on Top of Renewals
The Washington Financial Help for Kinship Caregivers guide includes a renewal tracker where you record certification dates, mid-review deadlines, and caseworker contacts for every program — so nothing falls through the cracks when the notices arrive months apart.
