Texas Kinship Care Application Checklist and Documents You Need

Missing paperwork is a frequent reason for HHSC benefit application delays or denials. When you are applying for Child-Only TANF, SNAP, Medicaid, or DFPS kinship reimbursement in Texas, showing up with incomplete documents can mean a second trip, a delayed application, or a denial letter you then have to appeal.

Here is the document checklist organized by which agency needs what — so you gather everything once and apply correctly the first time.

Documents to Prepare for Texas Kinship Applications

Whether you are filing with HHSC, DFPS, or TWC, these items can help you prepare; the agency and benefit you apply for determine which proofs are required:

  1. Your photo ID — Texas driver's license, state ID, or passport
  2. Child's birth certificate — original or certified copy
  3. Child's Social Security card — or proof of application if the card is pending
  4. Proof of Texas residency — utility bill, lease agreement, or bank statement showing your current address
  5. Proof of the child's living arrangement — a school enrollment record, medical record, or written statement confirming the child lives with you
  6. Child's immunization records — keep these with the child's school and health records

Additional Documents for HHSC Benefits (TANF, SNAP, Medicaid)

When you apply through Your Texas Benefits or at a local HHSC office using Form H1010:

  1. Proof of the child's income (if any) — child support payment records, Social Security benefit letters, or trust income statements. For Child-Only TANF, only the child's income counts. Your retirement, pension, or wages are excluded under the non-needy caretaker payee rules.
  2. Your income verification — pay stubs, Social Security award letter, pension statement. HHSC does not count this for Child-Only TANF, but they need it for SNAP household calculations if you purchase and prepare food together with the child.
  3. Proof of relationship to the child — for Child-Only TANF, you must be a specified relative (grandparent, aunt, uncle, sibling, first cousin, etc.). Gather available family records or prior court orders showing the relationship; ask HHSC what proof it accepts if records are missing.
  4. Authorization Agreement for Nonparent Adult Caregiver (Texas Family Code Chapter 34) — not required for benefit eligibility, but simplifies proving your caregiver status and is needed for medical consent and school enrollment.

Additional Documents for DFPS Kinship Reimbursement

If DFPS has placed the child in your home under state conservatorship:

  1. DFPS caseworker contact information and case number — the caseworker initiates the Kinship Caregiver Agreement
  2. Household income documentation — your total household income must be at or below 300% of the current federal poverty guideline for your household size

DFPS handles the home assessment and kinship training scheduling directly. You do not need to file a separate application at an HHSC office for the $23.45/day RODC stipend — that comes through your DFPS caseworker.

Additional Documents for TWC Childcare Subsidies

If you need subsidized childcare through the Texas Workforce Commission:

  • Proof of employment or training enrollment — employer letter, pay stubs, or school registration
  • Childcare provider information — name, address, and license number of the facility or home provider

Common Mistakes That Delay Applications

Filing as a household instead of child-only. Identify the request as Child-Only TANF with you as the non-needy caretaker payee. The income rules differ from household TANF; follow HHSC's Form H1010 instructions for the application group.

Missing the OT-TANF resource limit. The $1,000 one-time grant requires countable resources not to exceed $1,000 at the time of application. HHSC determines which assets count under its resource rules. If you just received a pension deposit, ask HHSC how it affects your application.

Not bringing proof of relationship. HHSC verifies the caregiver relationship before approving Child-Only TANF. If you cannot document the biological or legal relationship, the application stalls.
