Missouri Kinship Care Application Checklist: Documents You Need for Every Benefit

Walking into an FSD office or sitting down at the myDSS portal without the right paperwork is one of the fastest ways to stall a benefit application. Missouri's Family Support Division has processing timelines — 30 days for SNAP, 45 days for TA and MO HealthNet — and missing verification documents can delay a determination. Here's what you need for each program.

Temporary Assistance (Child-Only TA) — Form IM-1TA

This is the cash grant where your income doesn't count. You'll need:

  • Child's birth certificate (or other proof of age and identity)
  • Child's Social Security Number
  • Proof of kinship relationship — birth certificates showing the family chain, court documents, or a signed statement explaining the relationship
  • Proof the child lives with you — school enrollment records, a landlord statement, or mail addressed to the child at your address
  • Documentation of the child's income — any child support payments, Social Security survivor benefits, or trust distributions the child receives

You do not need to provide your own income or asset documentation for a child-only case. FSD excludes your financial situation entirely.

After submitting IM-1TA, you'll need to complete a mandatory TA Orientation (the "BC code" step). Your application will sit in pending status until this is done — the system won't process it further until the orientation verification is entered.

SNAP (Food Stamps) — myDSS Application or Form IM-1

Unlike TA, SNAP counts the entire household's income. Gather:

  • Your photo ID (head of household)
  • Gross earned and unearned income documentation — pay stubs, Social Security award letters, pension statements for everyone in the household
  • Bank statements showing checking and savings balances (asset limit: $3,000 for standard households, $4,750 if someone in the household is 60+ or disabled)
  • Utility bills — for the excess shelter deduction
  • Rent receipt or lease agreement — also for the shelter deduction
  • Medical expense receipts — if you're 60 or older, out-of-pocket medical expenses above $35/month reduce your countable income

If both you and the child eat meals together, the child must be included in your SNAP household. You can't create a separate child-only SNAP case when food is shared.

MO HealthNet for Kids — myDSS Application or Form IM-1SEL

Health coverage for the child. Requirements:

  • Child's identity documentation
  • Proof of Missouri residency
  • Child's countable income verification (if applicable)

The critical detail: if you don't claim the child as a tax dependent, the child's eligibility is evaluated on the child's individual income alone. If you do claim the child, your household income enters the calculation. MO HealthNet for Kids has no asset test — your savings, home equity, and retirement accounts don't affect the child's eligibility.

Income thresholds: 148% FPL for children ages 1–18, 196% FPL for infants under age 1.

Childcare Subsidy — Form MO 500-3472 (DESE)

Applied for through the DESE Office of Childhood Parent Portal, not through FSD. You'll need:

  • Proof of qualifying activity — pay stubs showing employment, school enrollment, or vocational training schedule
  • Household income verification — eligibility caps at 85% of the State Median Income
  • Child's proof of age
  • Form MO 500-3482 — if you're appointing an authorized representative to manage the application

Families below 100% FPL pay zero co-pay. Transitional tiers start at $7.50/day for families between 151–185% FPL.

Subsidized Guardianship — Children's Division Packet

This program is only available when the child was previously in state custody. The document requirements are specific:

  • Court order of legal guardianship
  • Signed Subsidized Guardianship Agreement — this must be executed before the court order is entered. Finalizing guardianship before the agreement is signed permanently bars the child from the subsidy.
  • Proof of 6 months as a licensed relative foster parent
  • Legal expense receipts — for up to $2,000 reimbursement (attorney fees, GAL fees, court filing fees, publication fees)

Across All Programs

Keep copies of every document you submit. Record the date you submitted each application, online confirmation numbers, the name of every FSD caseworker you speak with, and copies of all uploaded or faxed verifications. If something is lost or delayed, your log is your proof.

Our Missouri Financial Help for Grandparents and Relatives Raising a Child guide includes a Document Folder Checklist and Application Tracking Log to keep everything organized across all five programs.
