Louisiana Kinship Care Documents Needed for Benefits
Why Documents Matter More Than You Think
Missing paperwork can delay a kinship care application in Louisiana. A grandparent may apply through the CAFÉ portal, submit available documents, and receive a request for additional verification while the child still needs food and medical care.
Getting everything together before you apply saves weeks. Here is exactly what each program requires.
Category 1: Child Identification and Legal Authority
Every program needs these:
- Birth certificate — a certified long-form copy from the Louisiana Vital Records office, not a hospital souvenir certificate. If the child was born out of state, you need a certified copy from that state's vital records office.
- Social Security card — the physical card, not just the number. If you do not have it, request a replacement through SSA (ssa.gov or your local Social Security office); delivery time can vary.
For KCSP specifically, you also need one of the following:
- A court custody order (voluntary transfer under La. Ch. C. arts. 1510–1520, or a tutorship order)
- A notarized Provisional Custody by Mandate (La. R.S. 9:951) — valid for one year, renewable
- If neither exists yet, KCSP gives you a 12-month provisional window from certification to obtain one. But the clock is ticking.
For FITAP child-only and SNAP, formal custody is not required. Informal care is sufficient.
Category 2: Caregiver Identity and Relationship
- Government photo ID — driver's license, state ID, or passport
- Proof of Louisiana residency — a utility bill, lease agreement, or bank statement showing your current address
- Proof of relationship to the child — birth certificates or marriage certificates establishing that you are related within the fifth degree of consanguinity or affinity. For grandparents, the child's birth certificate (naming the parent) and the parent's birth certificate (naming you) are usually enough. For aunts, uncles, or cousins, you may need additional records.
KCSP requires the relationship proof. FITAP and SNAP may not ask for it explicitly, but having it ready prevents delays.

Category 3: Income and Household Verification
- Caregiver income: recent pay stubs, Social Security award letter, SSI notice, pension statement, or self-employment records
- Child income: documentation of any money the child receives — survivor benefits, child support, trust distributions. If the child has no income, note this on the application
- Proof that the biological or adoptive parent does not live in the home — KCSP requires this. Ask your caseworker which records they accept.
Different programs count income differently. KCSP tests the caregiver's household against 150% FPL. FITAP child-only looks only at the child's income. SNAP uses the whole household's gross income against 200% FPL.
Category 4: Child Support and Protection Documents
If you apply for FITAP or KCSP, the state requires you to assign child support rights and cooperate with enforcement. If you need a Good Cause Waiver, have ready:
- Form DCFS-CSE-301 — the Good Cause Waiver request
- If cooperation would endanger you or the child, gather Good Cause Waiver documentation: protective orders, police reports, medical records, or a sworn affidavit from a social worker or attorney
Filing a Good Cause claim pauses enforcement actions while your request is reviewed.
How to Submit
Upload through the CAFÉ portal at cafe.dcfs.la.gov, or mail/fax to the DCFS Document Processing Center in Baton Rouge. Keep date-stamped copies of everything. A saved CAFÉ draft is not a submission — you need the confirmation number.
The Louisiana Kinship Financial Help guide includes printable document checklists and an application tracker so you can confirm every piece of paperwork is in hand before you submit.
