School Meal Program Eligibility for Kinship Care in West Virginia

When a child moves into your home and starts at a new school, the immediate priorities are enrollment and medical consent. But the daily costs stack up fast — breakfast, lunch, school supplies, and the right clothes for a West Virginia winter. Several state and federal programs help kinship families cover these costs without needing a court custody order.

Free and Reduced-Price School Meals

The National School Lunch Program and School Breakfast Program are available in West Virginia public schools. Eligibility is based on household income relative to the federal poverty guidelines.

Children in kinship care households often qualify because the income counted is the household where the child actually lives — not the absent parent's income. If you're a grandparent on Social Security or a relative with a modest income, the child may be eligible for free meals or reduced-price meals.

Some children qualify through direct certification. WVDE lists SNAP, TANF, income-eligible Medicaid, and foster-child status for direct certification; a student identified through the system is eligible for free or reduced-price meals without filing a separate household application.

For everyone else, you fill out the school meal application at the beginning of the year. List the child and every member of the household who shares meals, along with household income. The school nutrition office must notify the household of approval or denial as soon as possible and no later than 10 working days after receiving the application.

If the child qualifies under the McKinney-Vento Act because of housing instability, they are automatically eligible for free meals. Your school's McKinney-Vento liaison can flag this.

School Clothing Allowance

West Virginia's School Clothing Allowance program provides a cash benefit for eligible children to purchase school clothing. In 2026, the program offered $200 per eligible child. Applications opened July 20 and were scheduled to close August 15 or when funds were allocated, whichever came first; DoHS reports that the period actually closed at 11:59 p.m. on July 27 after funds were exhausted.

Eligibility is income-based. For the 2026 program, families could apply through WV PATH or a local DoHS office. Check DoHS for any future program period and application dates.

Bus Routes and the Grandparent's Address

When a child moves from a parent's home to your home, the school bus route changes too. West Virginia county school districts assign bus routes based on the student's current residential address — that's your address now.

When you enroll the child or update their enrollment information at the school, provide your address as the child's residence. The school's transportation office will assign the appropriate bus route. If the child is staying in their school of origin under McKinney-Vento protections, the district must provide transportation even if your home is outside the original attendance zone.

Applying for Multiple Benefits at Once

If you haven't already applied for WV WORKS, SNAP, or Medicaid through WV PATH, consider doing so at the same time you handle school enrollment. These programs often cross-qualify children for school meals automatically, saving you a separate application. The West Virginia school and medical consent guide walks through the full sequence — from consent forms to enrollment documents to benefits applications — in the order that gets the child settled fastest.
