West Virginia Kinship Caregiver Support and Emergency Resources
Beyond the Monthly Check
Cash assistance, SNAP, and Medicaid cover the basics. But grandparents and relatives raising children in West Virginia often need help that does not fit neatly into a benefit application — emergency housing support, respite care, someone who understands the legal landscape, or just another person who has been through it.
West Virginia has several programs that fill those gaps, though finding them requires knowing where to look.
Title III-E National Family Caregiver Support Program
Administered through the West Virginia Bureau of Senior Services and local Area Agencies on Aging (AAAs), this federal program serves grandparents and relatives aged 55 and older who are primary caregivers for a child under 18.
Available services include:
- Temporary respite care (so you can attend medical appointments, handle errands, or rest)
- Caregiver counseling and stress management
- Support groups with other kinship caregivers
- Educational workshops on navigating systems
Services are free but subject to regional funding availability. Contact your local Area Agency on Aging to find out what is offered in your county.
WVSU Healthy Grandfamilies
West Virginia State University Extension operates the Healthy Grandfamilies program across all 55 counties. It provides nine facilitated discussion groups covering educational advocacy, legal rights, healthcare navigation, and family stress management, followed by up to six months of free social work support.
County coalition coordinators can connect you with local support groups and resource referrals. Contact the program office at 304-204-4078.
This is not a one-time information session. The social work support component provides ongoing help navigating agencies, schools, and service providers after the curriculum ends.

Legal Aid of West Virginia
Legal Aid of West Virginia (LAWV) provides free legal advocacy for low-income kinship caregivers. Their Kinship Connector program helps with guardianship filings, temporary care agreements, and understanding your legal options.
LAWV also publishes free kinship care legal information guides that explain how caregiver affidavits, guardianship, and power of attorney work under West Virginia law.
Emergency and Housing Assistance
West Virginia does not have a kinship-specific emergency housing program, but several general assistance programs can help:
WV WORKS support services — If you are receiving the child-only grant, the $2,000 lifetime vehicle repair allowance and emergency clothing grants under IMM Chapter 18 can address crisis-level needs.
LIEAP (Low-Income Energy Assistance Program) — Helps with heating and cooling costs. Administered by the Bureau for Family Assistance. Apply through WV PATH or at your county DoHS office.
Community Action Agencies — Local CAAs across West Virginia provide emergency assistance with rent, utilities, and basic needs. Services vary by region and available funding.
WIC — Children under age 5 in your care may qualify for supplemental food, nutrition education, and health referrals. Household income must be at or below 185% FPL, though participation in SNAP, TANF, or Medicaid satisfies WIC's income test. Applicants must also meet WIC's categorical and nutrition-risk requirements.
Building Your Support Network
The biggest challenge for kinship caregivers is not any single missing benefit — it is the isolation. You are suddenly parenting again, often under painful circumstances, and the systems you need to navigate are not designed to be intuitive.
Three concrete steps:
- Contact Healthy Grandfamilies (304-204-4078) to connect with your county coordinator and local support groups
- Apply for benefits in one visit — WV WORKS, SNAP, and Medicaid applications can all be started at your county DoHS office or through WV PATH on the same day
- Document everything — keep copies of every application, every notice, every caseworker conversation
The West Virginia Kinship Financial Help Guide consolidates every program, every agency contact, and every document checklist into one organized resource, so you are not hunting across ten different websites when you need answers at 9 PM.
