School Costs for Kinship Carers in Queensland: Uniforms, Transport and Fees

School expenses hit kinship carers hard. Uniforms, shoes, a bag, stationery, textbooks, excursions, sports fees, and daily transport — for a grandparent on a pension or a relative on a single income, these costs stack up fast. Queensland has several mechanisms for reducing school-related expenses, though they depend on whether you are an informal or formal carer.

Student Resource Scheme (SRS) Hardship Provisions

Queensland state schools operate a Student Resource Scheme that packages textbooks, stationery, and digital device access into a single annual fee. This fee varies by school but can run into several hundred dollars.

If you are a kinship carer experiencing financial hardship, you can request a payment plan, partial waiver, or full hardship concession directly through the school principal or business manager. Schools have discretion to reduce or waive SRS fees for families in financial difficulty. Ask the school what evidence it needs to assess your care arrangement and financial hardship.

School Transport Assistance Scheme (STAS)

If the child lives beyond the designated walking or cycling distance from their catchment school, you may be eligible for the School Transport Assistance Scheme. STAS provides subsidised bus or train travel for eligible students.

Eligibility is based on distance from the school and the type of school (state or non-state). STAS can subsidise transport for students who meet its distance and other eligibility rules. Check the current thresholds and application requirements with the Department of Transport and Main Roads.

If you are a formal kinship carer (approved under the Child Protection Act 1999), ask your Child Safety Service Centre whether additional transport costs can be approved as child-related costs before spending the money.

School Uniform Costs

Queensland state schools do not have a centralised uniform allowance program for kinship carers. However, several avenues can reduce uniform costs:

  • School-based uniform pools — many schools maintain a secondhand uniform supply that families can access for free or at reduced cost. Ask the school office or P&C Association
  • St Vincent de Paul and Salvation Army — both organisations provide school uniform assistance through their emergency relief programs
  • Time for Grandparents program — activity brokerage funding (1300 135 500) covers activities such as sports fees and school camps; ask whether a particular school-related cost is eligible
  • Formal carer allowances — the fortnightly caring allowance paid to approved kinship carers explicitly covers clothing and schooling costs

Child-Related Costs Reimbursement (Formal Carers Only)

If you are an approved kinship carer under the Child Protection Act 1999, you can apply for child-related cost reimbursements for expenses that exceed what the base fortnightly caring allowance covers. These are assessed on a case-by-case basis and require prior approval from your Child Safety Service Centre manager.

Examples you can ask the CSSC to consider include:

  • Specialist school equipment or resources for children with additional learning needs
  • School camp fees
  • Tutoring or remedial education programs recommended by the school
  • Extraordinary uniform or equipment costs for specialised programs

Keep receipts and ask the CSSC manager what documentation is required; obtain approval before incurring the cost.

Tips for Managing School Costs

Start by meeting with the school's business manager or deputy principal in the first week. Explain your situation as a kinship carer and ask specifically about:

  1. SRS hardship payment plans or waivers
  2. Secondhand uniform availability
  3. Any school-specific bursaries or scholarship funds
  4. Free or subsidised excursion policies for families in hardship

Most schools are willing to work with kinship carers once they understand the situation. Having a Centrelink concession card or Health Care Card on hand when you visit makes the conversation straightforward.

Our Queensland kinship carer support guide covers school enrolment and costs as part of the complete paperwork sequence, including what evidence to bring and how to request hardship support without embarrassment.
