Kinship Carer Payments in Queensland: 2026 Rates and Eligibility

Who Gets Queensland State Carer Allowances

The Department of Child Safety pays carer allowances only to people approved under the Child Protection Act 1999. That means the child was placed with you through the formal child protection system — either under a temporary custody order, a child protection care agreement, or a long-term guardianship order issued by the Childrens Court of Queensland.

If you are caring for a grandchild or relative's child through a private family arrangement — even if you have been their sole carer for years — you are classified as an informal kinship carer and you are not eligible for any Queensland state carer payment.

This is the single biggest gap in Queensland's support system. Advocacy groups including COTA Queensland have raised it repeatedly in government reviews.

2026 Fortnightly Caring Allowance Rates

These rates took effect on 1 January 2026, indexed to the Brisbane Consumer Price Index:

Child's Age Fortnightly Rate
0–5 years $652.40
6–10 years $702.94
11 years and over $763.98

Payments are made fortnightly in arrears through the Carepay system and cover daily costs: clothing, school supplies, GP visits, and transport up to 250 km per week.

Additional Allowances for Formal Carers

Beyond the base fortnightly rate, formal carers can receive:

Establishment payment: $702.94 as a one-off when a child first enters statutory care, covering essential setup items like bedding and clothing.

Start-up allowance: $141.26 per placement for immediate outfitting needs.

Regional and remote loading: An extra $65.94–$76.86 per fortnight for carers in designated remote areas including Cape York, Torres Strait, Mount Isa and Roma.

High Support Needs Allowance: $229.74 per fortnight for children assessed with verified high support needs, paid on top of the base rate.

Complex Support Needs Allowance: Tiered at $297.50, $594.30 or $891.38 per fortnight depending on the severity of the child's behavioural or medical needs.

Extracurricular Activities Boost: $1,500 per year ($750 in July, $750 in January) for sports fees, school camps and similar activities.

All of these payments are tax-free and excluded from Centrelink income tests.

What Informal Carers Get Instead

If you are an informal carer, your regular government benefit support is through the Commonwealth via Services Australia. The key payments are:

  • Family Tax Benefit Part A: up to $235.48 per fortnight per child (ages 0–12) or $306.46 (ages 13–15, or 16–19 in full-time secondary study)
  • Family Tax Benefit Part B: up to $200.34 per fortnight per family if the youngest child is under 5
  • Double Orphan Pension: $81.60 per fortnight if both parents are deceased or one has died and the other is imprisoned 10+ years, confined indefinitely to a psychiatric institution or nursing home, or of unknown whereabouts after reasonable enquiry; an admitted refugee child may also qualify if both parents live overseas or their whereabouts are unknown
  • Carer Allowance: $162.60 per fortnight if the child is under 16 and has a severe disability or medical condition requiring daily care
  • Additional Child Care Subsidy (Grandparent): up to 100 hours of subsidised child care per fortnight for principal grandparent carers providing at least 65% of care and receiving an eligible income support payment; the subsidy can cover up to 100% of fees up to 120% of the standard CCS hourly rate cap

For Family Tax Benefit, Centrelink assesses actual physical care (at least 35% of the time), not legal orders. You can prove care through a statutory declaration (Form CS4647), a care details form (FA012), and third-party letters from school or a GP.

The Numbers Side by Side

For a formal kinship carer of a 7-year-old, the combined state and Commonwealth support can exceed $900 per fortnight: $702.94 (QLD allowance) plus up to $235.48 (FTB Part A) plus $139.86 (FTB Part B for a single carer whose youngest child is 5–18).

For an informal carer of the same child, the maximum is roughly $375.34 per fortnight from FTB alone — less than half.
