Rhode Island Immunization Records for School Enrollment in Kinship Care

The child moved in last week and the school says you need immunization records before they can register. You have no idea where those records are, and the parent who would know is unreachable. This is one of the most common barriers kinship families hit during school enrollment — and there are ways around it.

The General Rule

Rhode Island requires proof of immunization for school enrollment. Children must meet the state's vaccination schedule, and schools are required to have records on file. This is a real requirement, not one the school is inventing.

At initial entry, a school must use telephone confirmation when an immunization record is already on file with a prior school or health provider but the family does not have a copy. The school must seek confirmation within one working day and receive a written record within ten working days. Other entry exceptions, including prescribed waiting periods and McKinney-Vento homelessness, are described below.

Getting Records When You Do Not Have Them

Start with the child's previous school or pediatrician. If you know where the child was enrolled before, the school can request records directly through the student transfer process. If you know the child's doctor, call the office and ask for a copy of the immunization record.

If you have no starting point, a pediatrician may be able to check Rhode Island's secure Child and Adult Immunization Registry (RICAIR) for records on file. Healthcare institutions and pharmacies receiving state-supplied vaccines must participate in RICAIR through electronic reporting or be working toward it; only healthcare professionals and authorized users can access the database.

When Records Are Truly Missing

If the child has no record of prior vaccinations and no provider history, a pediatrician can start a catch-up immunization schedule. At initial entry, if the child is within a prescribed waiting period for the minimum required doses, the school must register or admit the child. The school must sign a temporary exemption certificate showing that an appointment for the required immunization has been made; the exemption expires on the appointment date.

The school is responsible for ensuring that the child completes the minimum required doses after the prescribed waiting period.

McKinney-Vento Allows Enrollment Without Records

If the child qualifies as homeless under the McKinney-Vento Act — including children living with relatives due to housing loss or economic hardship — the school must enroll the child immediately, even without immunization records. The school must refer the child's parent or guardian, or an unaccompanied youth, to the local homeless liaison, who must help obtain needed immunizations or records; this enrollment protection does not waive the immunization requirement.

Consent to Vaccinate

Here is where the immunization issue crosses into the medical consent question. If the child is under 16, Rhode Island has no statutory caregiver consent form that lets you authorize vaccinations independently. You will generally need either:

  • Written consent from a biological parent authorizing you to make medical decisions including immunizations
  • A probate court guardianship order

For children 16 and older, the minor can consent to their own medical care under RIGL § 23-4.6-1, including vaccinations.

If the parent is available but not physically present, some pediatric offices will accept a phone call from the parent confirming consent, combined with a notarized letter. Ask the provider's office what they require.

The Rhode Island School and Medical Consent Guide covers both the school enrollment documents and the medical consent pathways you need to get vaccinations and other care handled.
