Providence, Pawtucket and Woonsocket School Enrollment for Relative Caregivers

Rhode Island's three largest urban school districts — Providence, Pawtucket, and Woonsocket — handle more kinship enrollment requests than most suburban districts. They also run more aggressive residency audits. If you are enrolling a child in one of these districts as a relative caregiver, here is what to expect beyond the general state rules.

The State Rule That Applies Everywhere

Under RIGL § 16-64-1, a child living with a relative acting in loco parentis is a resident of the caregiver's municipality for school purposes when the child has no living parents, has been abandoned, or the parents cannot care for the child because of illness or family break-up. No court order is required. This applies in Providence, Pawtucket, Woonsocket, and every other Rhode Island district.

Providence Public School District

Providence uses a central registration system. Its current requirements call for one proof of Providence address — a utility bill, pay stub, lease, or bank statement dated within 60 days — along with a student age-verification document, immunization records, and a physical exam form. If you are not the student's parent or legal guardian, PPSD requires a notarized document from the parent or legal guardian granting you permission to register the child.

Providence conducts residency checks. If the school questions whether the child truly lives at your address, they may refer the case to a district residency officer for review. This is not unusual — the district deals with a high volume of residency disputes — but it can feel intimidating. Keep your documentation organized and be prepared to show that the child physically lives in your home.

Pawtucket School Department

Pawtucket's current K–12 registration instructions require two proofs of residency, each current within 30 days, selected from the district's approved list: bank statement, health insurance statement, payroll stub, government correspondence, car insurance bill, utility bill, or lease. They have their own in loco parentis residency affidavit that acknowledges the district's authority to investigate the residency claim.

Pawtucket also has residency officers who may conduct home visits if residency is contested. This is standard procedure, not a sign that your enrollment is in trouble. The visit confirms that the child lives at the address — the officer is not evaluating your fitness as a caregiver.

Woonsocket School Department

Woonsocket follows the same state framework. The registration office will ask for residency documentation and may require a caregiver statement. Woonsocket's enrollment materials reference guardianship, which sometimes leads front-desk staff to ask for a court order — but RIGL § 16-64-1 does not require one when the in loco parentis criteria are met.

If you are told you need guardianship papers in Woonsocket, ask to speak with a supervisor and present a copy of the statute and your in loco parentis statement.

Handling a Residency Dispute in an Urban District

Urban districts see more families attempting to enroll from outside their boundaries, so residency scrutiny is higher. If any of these districts refuse to enroll the child:

  1. Ask for the refusal in writing with the specific legal basis.
  2. Provide RIGL § 16-64-1 and the RIDE August 2023 Residency Memorandum.
  3. Escalate to the superintendent or residency officer.
  4. If the refusal stands, petition the RIDE Commissioner under § 16-64-6.

The Rhode Island School and Medical Consent Guide includes the statutory citations, an in loco parentis statement template, and an institutional refusal log for tracking every interaction during the enrollment process.
