Oklahoma Emergency Assistance for Grandparents Raising Grandchildren
When a grandchild lands on your doorstep with nothing but the clothes on their back, you don't have 30 days to wait for a TANF application to process. Oklahoma has several emergency channels that can put money or resources in your hands faster.
TANF Diversion Assistance
Under OAC 340:10-20-1, OKDHS offers a one-time lump-sum emergency cash payment as an alternative to ongoing TANF benefits. Diversion assistance is designed for families facing an immediate financial crisis that threatens employment or household stability — a sudden move, an unexpected child placement, or an emergency that standard monthly benefits can't address quickly enough.
Contact OKDHS to ask how to request diversion assistance. Because it is an alternative to ongoing TANF cash assistance, ask the worker to explain how the two options apply to your household before signing.
Expedited SNAP (7-Day Processing)
If your household has almost no income or liquid resources — common when a child suddenly arrives and you haven't had time to adjust — you may qualify for expedited SNAP processing. Instead of the standard 30-day timeline, OKDHS must issue food benefits within 7 calendar days. This is processed alongside a regular SNAP application; the worker screens for expedited eligibility based on your household's current financial situation.
211 Oklahoma and Community Action Agencies
Dial 211 from any phone in Oklahoma to reach a statewide referral service that connects families with local emergency resources. Community Action Resource Development (CARD) agencies operate across the state and can help with:
- Utility bill assistance (preventing shutoffs)
- Emergency rent or housing help
- Back-to-school clothing and supply stipends
- Emergency food pantries and holiday meal programs
What's available depends heavily on your county and the time of year. Utility assistance programs, for example, often have seasonal funding cycles that run out. Calling early and being persistent matters.

Kinship Navigator Program
Oklahoma's Kinship Navigator program, operated through OKDHS and community partners, provides concrete emergency support specifically for kinship caregivers. Services include clothing vouchers, beds, school supplies, and connections to legal aid and peer support groups. Contact OKDHS or your local Area Agency on Aging (Senior Info-Line: 1-800-211-2116) for a referral.
After the Emergency
Once the immediate crisis passes, the ongoing programs — TANF Child-Only, SoonerCare, subsidized childcare, SNAP — provide the monthly financial foundation. Most of these can be applied for simultaneously on a single visit to your county OKDHS office.
Our Oklahoma Kinship Financial Help Guide organizes both the emergency resources and the ongoing programs into one system, so you can move from crisis to stability without missing benefits you're entitled to.
