Oklahoma Child-Only TANF for Grandparents and Relative Caregivers
If you're a grandparent raising a grandchild in Oklahoma and you've been told you earn too much for welfare, the person who told you that was probably wrong. Oklahoma's Child-Only TANF program was built for exactly your situation — and your income doesn't count.
How Child-Only TANF Works in Oklahoma
Oklahoma Human Services (OKDHS) runs a specific category of TANF called "Child-Only" for what the state labels a "non-needy caretaker relative." Under OAC 340:10-3-56 and 340:10-3-57, when a relative within the fifth degree of blood, marriage, or adoption has physical care of a child, OKDHS evaluates only the child's income and resources — not yours.
That means your Social Security, your pension, your part-time wages, and your savings account are all invisible to the program. A grandmother pulling $3,000 a month in retirement benefits with $20,000 in savings qualifies for the exact same child-only grant as someone with no income at all, provided the child has little or no income of their own.
The qualifying relatives include grandparents, great-grandparents, aunts, uncles, siblings, nieces, nephews, and first cousins. Non-relative family friends do not qualify unless the child has been formally placed through child welfare or adopted.
What the Program Actually Pays
Monthly grants follow OKDHS Appendix C-1, Schedule IX.B. The amounts represent about 54% of the state's calculated need standard:
- 1 child: $104 per month
- 2 children: $205 per month
- 3 children: $289 per month
- 4 children: $373 per month
- 5 children: $448 per month
The only income that reduces these amounts is money directly attributable to the child — things like Social Security survivor benefits paid on the child's account or child support payments received through OKDHS. If the child has zero personal income, you receive the full amount for your household size.
No Work Requirement and No Time Limit
Two things that scare people away from TANF do not apply here. Non-needy caretaker relatives are exempt from the TANF Work Program (OAC 340:10-2-1), so nobody will require you to job-search or attend training. And the federal 60-month lifetime benefit limit does not apply to child-only cases. The child can receive this assistance until they turn 18, or through 18 if still attending high school full-time.

Who Qualifies as a "Specified Relative"
Oklahoma follows the federal definition: relatives within the fifth degree of the child by blood, marriage, or adoption. That covers grandparents, great-grandparents, great-great-grandparents, aunts, uncles, great-aunts, great-uncles, siblings, first cousins, nieces, and nephews. Step-relatives at each of these levels also qualify.
You do not need a court order or legal guardianship to apply. Informal kinship arrangements, parental powers of attorney under 10 O.S. § 701, and court-ordered guardianships all meet the eligibility standard — the key requirement is that the child physically lives with you and you provide ongoing care.
How to Apply
You can apply online through OKDHSLive at okdhslive.org or submit paper forms at your local OKDHS county office. The main form is 08MP001E (Request for Benefits). When applying, specifically request evaluation under "Non-Needy Caretaker Relative Child-Only TANF" so the worker processes it under the right rules.
OKDHS has 30 calendar days to process a TANF application from the date of submission.
Our Oklahoma Kinship Financial Help Guide walks through the full application step by step, including which documents to bring and how to handle child support cooperation requirements.
What Else Opens Up
Getting approved for Child-Only TANF can unlock additional support. The child becomes categorically eligible for SoonerCare (Oklahoma Medicaid) and may qualify for subsidized childcare with reduced or zero copayments. Children receiving TANF are also directly certified for free school meals without a separate application.
