How to Apply for Oklahoma TANF Child-Only Benefits for a Grandchild

Knowing that Oklahoma's TANF Child-Only program exists is one thing. Actually filing the application without getting tangled in the wrong paperwork is another. Here's how to do it.

Two Ways to Apply

Online through OKDHSLive (okdhslive.org): Create an account, start a new application for benefits, and select TANF. This is the fastest route if you have internet access and digital copies of your documents.

Paper forms at your county OKDHS office: Pick up or download Form 08MP001E (Request for Benefits) along with Form 08MP002E (Eligibility Information) and Form 08MP003E (Rights and Responsibilities). Submit them in person or by mail to your local Human Services Center.

Either way, when the application asks about the type of assistance, specifically request evaluation under "Non-Needy Caretaker Relative Child-Only TANF." Being explicit about this prevents the application from being processed under standard adult-included TANF rules, which would count your income.

Documents You Need to Gather

Before you apply, build a verification folder with these categories:

Required for every application:

  • Child's birth certificate
  • Child's Social Security card (or proof you've applied for one)
  • Your photo ID (driver's license, state ID, or passport)
  • Proof of relationship — your own birth certificate, marriage certificate, or other documents linking you to the child through five degrees of kinship

If applicable:

  • Court order (guardianship or custody), if you have one — but it's not required
  • Power of attorney under 10 O.S. § 701, if one exists
  • Child's income documentation: Social Security award letters, child support records, trust statements
  • Proof the child lives with you: school enrollment records, medical records showing your address, or a utility bill

When official documents are unavailable: OKDHS rules allow alternative verification if you're in a crisis. A written statement from a school administrator, recent report cards, immunization records, or a third-party statement from a landlord, neighbor, clergy member, or social worker can confirm the child's identity and residence in your home.

Processing Timeline

OKDHS must process a TANF application within 30 calendar days from submission. If you've also applied for SNAP on the same form and your household qualifies for expedited processing (very low income or resources), the SNAP portion must be processed within 7 calendar days.

Child Support Cooperation

There's one requirement that catches people off guard: when you apply for TANF, you must cooperate with OKDHS Child Support Services to establish paternity (if needed) and enforce child support from the absent parent. This means the state may pursue the parent for support payments.

If pursuing child support could put you or the child at risk — domestic violence, threats, or similar danger — you can request a Good Cause Exception using Form 08TA012E (C-9). This pauses all enforcement actions while OKDHS reviews your claim. You'll need supporting evidence like a protective order, police report, or statement from a shelter or medical professional.

What Happens After Approval

Benefits are loaded onto an EBT card. You'll receive a notice showing the monthly amount based on the number of children in your care. OKDHS will schedule an annual recertification (12-month review) and may request a mid-year semi-annual report.

Our Oklahoma Kinship Financial Help Guide includes a complete document checklist organized by program, along with tracking logs for every submission — so nothing falls through the cracks during the application process or at renewal time.
