Oklahoma SNAP for Grandparents Raising Grandchildren: Household Rules Explained
If you already know that TANF Child-Only ignores your income, SNAP will feel like a cold splash of water. Oklahoma does not operate a "child-only SNAP" program. Everyone in the household who buys and prepares food together is counted — including you and your income.
How SNAP Household Rules Work
Under SNAP rules, all individuals living together who purchase and prepare meals jointly form one household unit. Your Social Security, pension, wages, and the child's income (including any TANF Child-Only grant) all enter the calculation. Gross household income is tested against 130% to 200% of the Federal Poverty Level depending on Oklahoma's Broad-Based Categorical Eligibility rules.
This is the opposite of TANF Child-Only, where your income is invisible. For SNAP, it's front and center.
Deductions That Help Older Caregivers
The numbers look discouraging until you factor in the deductions available to households with a member aged 60 or older, or someone receiving disability benefits:
Medical expense deduction: Out-of-pocket medical costs exceeding $35 per month incurred by the older household member can be deducted. This includes insurance premiums, prescriptions, co-pays, dental work, and medical transport.
Uncapped shelter deduction: Most SNAP households face a cap on how much excess shelter costs (rent or mortgage plus utilities minus half of adjusted income) they can deduct. Households with an elderly or disabled member have no cap. If your housing costs are high relative to income, this significantly increases your benefit.
Asset exclusions: Pension plans and your primary home are excluded from the SNAP asset test.
Child-Only TANF Counts as SNAP Income
Here's a detail that matters for planning: the TANF Child-Only grant your grandchild receives is counted as unearned income in the SNAP budget. Similarly, if the child receives TANF Supported Permanency payments or Title IV-E guardianship subsidies, those also count toward SNAP household income.
SNAP benefits themselves, however, are excluded as income from every other assistance program.

New Federal Work Rules Affect Some Grandparent Caregivers
The One Big Beautiful Bill Act (P.L. 119-21), enacted July 4, 2025, changed SNAP work requirements in ways that hit some kinship caregivers:
- The ABAWD (Able-Bodied Adults Without Dependents) work requirement now applies to adults aged 18 through 64, up from 54.
- The dependent child exemption — which exempts caregivers from work requirements — now only applies if you're caring for a child aged 13 or younger, down from 18.
This means a grandparent aged 55 to 64 raising a teenager older than 13 may now need to satisfy 80 hours per month of work, education, or volunteering to maintain SNAP eligibility — unless they qualify for a medical incapacity exemption.
Summer EBT in Oklahoma: A Tribal Pathway
Oklahoma opted out of the federal Summer EBT program (SUN Bucks), which provides $120 per eligible child in summer grocery funds. However, five Tribal Nations run their own Summer EBT programs: Cherokee Nation, Chickasaw Nation, Choctaw Nation, Muscogee (Creek) Nation, and Otoe-Missouria Tribe. Children living within these nations' service areas qualify regardless of tribal membership. Children receiving SNAP, TANF, or SoonerCare are directly certified.
Applying for SNAP
You can apply on the same Form 08MP001E used for TANF through OKDHSLive or your county OKDHS office. Standard processing takes up to 30 days. If your household has almost no income or resources, ask about expedited processing — the food-stamp portion must be handled within 7 calendar days.
Our Oklahoma Kinship Financial Help Guide breaks down exactly how income and deductions interact across TANF, SNAP, and every other program — so you know before you apply what the calculation will look like for your specific situation.
