Kentucky Respite Care for Grandparents Raising Grandchildren
You cannot pour from an empty cup, and kinship caregivers in Kentucky — most of them grandparents who did not plan on raising children again — run dry faster than anyone wants to admit. Respite care gives you temporary relief: a few hours, a day, or a weekend where someone else handles the child's care so you can attend a medical appointment, sleep, or simply breathe.
Kentucky does not have a single statewide respite program with one phone number. Instead, respite is scattered across several funding streams, each with its own eligibility rules.
Family Caregiver Program Respite (Title III-E)
The most accessible respite option for older kinship caregivers runs through the Area Agencies on Aging and Independent Living (AAIL) under the Family Caregiver Program, funded by Title III-E of the Older Americans Act.
Who qualifies: Grandparents and relative caregivers age 55 or older who are the primary caregiver for a child age 18 or under. Younger caregivers with household income at or below 150% FPL also qualify.
What it provides: Funded respite hours with an approved provider — in your home or at a licensed care facility. The number of hours varies by region and annual funding.
How to access it: Contact the AAIL serving your county and ask for the Family Caregiver Program coordinator. They will assess your needs and connect you with a respite provider. Each of Kentucky's 15 regional agencies manages its own waitlist and allocation.
Funding is annual and limited. If respite hours run out mid-year, you may be placed on a waiting list until the next fiscal cycle.
Foster Care Respite (DCBS-Involved Placements)
If the child was placed in your home through DCBS child welfare, ask the caseworker what respite options are available for your placement and whether an approved foster home can provide temporary care. If you are going through relative foster parent certification, ask the caseworker what respite support is available during training.
If you are caring for the child informally — no DCBS involvement — this option is not available.
Other Respite Sources
CCAP childcare subsidies. If you qualify for the Child Care Assistance Program (income at or below 160% FPL at initial application and up to 200% FPL, or 85% of Kentucky's SMI, at annual recertification, and meeting the applicable work or education requirements), subsidized childcare functions as ongoing respite during work or school hours. Children placed by DCBS get direct CCAP authorization without income or work verification.
KY-KINS peer support navigators. The KY-KINS program through the University of Kentucky and CHFS does not provide respite directly, but regional navigators can help you identify local resources — church-based childcare co-ops, community volunteer programs, or informal respite networks in your area.
Community and faith-based programs. Some churches and community organizations offer short-term childcare for caregivers in need. These vary by county and are not publicly listed in any central directory. Your Community Action Agency or the KKRC (email [email protected], text KINSHIP to 31996) can point you to what exists locally.

Why Respite Matters for Benefit Eligibility
Caregiver burnout is not just a personal problem — it affects benefit stability. If exhaustion leads to a breakdown in the care arrangement and the child moves to a different home, benefit applications and continuity are disrupted. Respite helps maintain the stable living arrangement that ongoing K-TAP, SNAP, and Medicaid eligibility depends on.
