Emergency Financial Help for Grandparents Raising Grandchildren in Kentucky
A child arrives in your home and needs a bed, diapers, a winter coat, and a car seat — all before the first K-TAP check clears. Monthly benefits take 30 to 45 days to process. Emergency help exists to cover the gap, but you have to know where to look because no single agency handles all of it.
Relative Placement Support Benefit
If you are taking temporary custody during an active DCBS child protection intervention, ask about the one-time discretionary Relative Placement Support Benefit under 922 KAR 1:400. It is subject to available funds and can help with immediate needs such as safety items, bedding, clothing, or essential household upgrades.
The cabinet pays approved vendors directly or reimburses caregivers after they submit itemized receipts. The benefit cannot be combined with legacy Kinship Care monthly payments or foster care board rates for the same child.
If the child arrived informally — a parent dropped them off, or you stepped in without DCBS involvement — this benefit is not available to you. The rest of this list covers sources that work regardless of how the child arrived.
LIHEAP and Utility Emergency Help
The Low-Income Home Energy Assistance Program (LIHEAP) operates through Community Action Agencies in all 120 Kentucky counties. It has two components:
- Subsidy component — helps pay winter heating and summer cooling bills
- Crisis component — emergency funding when a utility disconnection is imminent or has already happened
Income eligibility is at or below 200% of the Federal Poverty Level. Heating subsidy applications run in November and December; the crisis component runs from early January to mid-March or until funds are exhausted. Summer cooling assistance is offered only when additional federal or state funds are available.
Find your local Community Action Agency by county — they handle intake, and the application is separate from anything you file at DCBS.
The Weatherization Assistance Program (WAP) is a different track entirely: it funds home energy upgrades (insulation, window sealing, furnace repair) for eligible households up to 200% FPL. If your heating bill is crushing you because the house is drafty, WAP addresses the root cause.
Diaper Banks and Clothing Programs
Kentucky has no statewide diaper assistance program, but local networks fill the gap:
- Community Action Agencies — many distribute diapers, formula, and infant supplies alongside their LIHEAP and emergency assistance programs
- County fiscal court emergency funds — some counties maintain discretionary budgets for one-time aid to families in crisis; call your county judge-executive's office
- Faith-based organizations — local churches, the Salvation Army, and St. Vincent de Paul societies run clothing closets and emergency supply distributions
- Prevent Child Abuse Kentucky — partners with Cooperative Extension offices in multiple counties, distributing caregiving resource kits and hosting educational events for kinship families
For children under five, WIC provides supplemental food packages (formula, cereal, milk, eggs) — and if the child is already on K-TAP, SNAP, or Medicaid, income verification is waived through adjunctive eligibility.

Expedited SNAP
If your household has less than $150 in gross monthly income and under $100 in liquid assets, you qualify for expedited SNAP processing — 7 calendar days instead of 30. This is the fastest food assistance available. Apply at your county DCBS office or through kynect.ky.gov and request expedited processing explicitly.
Family Caregiver Program Grants
If you are 55 or older, the Area Agency on Aging in your region operates a Family Caregiver Program funded under Title III-E of the Older Americans Act. It provides emergency vouchers for clothing, diapers, school supplies, and other immediate needs — separate from DCBS and with a simpler application process. Full details here.
Making It Through the First Month
Emergency help buys time while the monthly benefits process. The priority sequence in the first week: apply for K-TAP, SNAP, and Medicaid on the same kynect application (all three with one submission). Request expedited SNAP if income is low enough. Contact your Community Action Agency for LIHEAP if utilities are at risk. If DCBS is involved, ask the caseworker about Placement Support immediately.
