Kansas Child Care Assistance for Grandparents and Relative Caregivers

Childcare for a school-aged grandchild during work hours is manageable. Childcare for a toddler who arrived last Tuesday, while you're still working or looking for flexible employment, is a different problem entirely. Kansas DCF offers childcare subsidies for relative caregivers — and kinship families qualify through paths that don't apply to other applicants.

Two Paths to Childcare Subsidies

Path 1: Income-Eligible Childcare (Non-TANF)

If you're working at least 20 hours per week at minimum wage or above, you can apply for Income-Eligible Childcare through DCF. Income limits apply — your household income is counted for this program.

Path 2: TAF-Related Childcare

If you're receiving TAF child-only cash assistance (the GPCG program), the rules soften considerably. You're exempt from the 20-hour minimum work requirement. Receiving TAF is enough to qualify for childcare subsidies on its own, without proving employment.

This is why applying for TAF first — even if the cash grant is modest — opens the childcare door for kinship families who aren't yet working 20 hours a week.

Crisis-Based Childcare Authorization

Kansas has a third path that most caregivers never hear about. Under KEESM 2830 and 2835, DCF can authorize childcare under the Social Services / Parents in Crisis category without standard adult work requirements. Qualifying circumstances include:

  • Family crisis
  • Hospitalization of the primary caregiver
  • Open Child Protective Services (CPS) assessment
  • Referral from a DCF Family Preservation contractor using Form ES-1627

If a grandchild arrived because of a sudden family emergency — parental hospitalization, incarceration, or DCF involvement — this provision exists specifically for that situation.

How to Apply

File through the DCF Self-Service Portal or your local DCF service center using the general Form ES-3100, which covers TAF, SNAP, and childcare in one application.

For crisis-based childcare, the referral typically comes through your DCF caseworker or Family Preservation contractor, who submits Form ES-1627 (Request for Social Service Child Care) on your behalf.

Choosing a Provider

The subsidy pays a licensed childcare provider directly. You choose the provider — it can be a daycare center, family daycare, or in some cases a relative who enrolls as a DCF out-of-home provider (a separate process with its own background check requirements).

The subsidy covers up to the state reimbursement rate for your area. If the provider charges more, you pay the difference as a copay.

The Practical Sequence

For kinship caregivers starting from scratch, the most effective order is:

  1. Apply for TAF child-only cash — your income is excluded, and approval opens childcare eligibility
  2. Apply for childcare subsidies on the same application, citing TAF receipt
  3. Apply for SNAP simultaneously — one form covers all three

This stacking approach is exactly what the Kansas Kinship Financial Help Guide walks through, with the document checklists and timelines for each program so you aren't making three separate trips to DCF.
