Kansas Relative Caregiver Financial Help: TANF, Kinship Payments, and Benefits

You took in a grandchild or a niece, and now the grocery bill doubled, the child needs school supplies, and the dentist wants a copay you were not budgeting for. Kansas has several financial programs for relative caregivers, but which ones you qualify for depends entirely on how the child came to live with you.

TANF Child-Only Grants

If you are an informal caregiver — the child lives with you through a family arrangement, not a DCF placement — Kansas's Temporary Assistance for Families (TAF) child-only grant is often the most accessible financial help. The grant goes to the child, not to you, which means your own income and assets are not counted in the eligibility determination the way they would be for a family TANF case.

Apply through the Kansas KEES portal or at your local DCF office. The amount is modest, but it is ongoing monthly cash assistance that helps cover basics like food, clothing, and school needs.

Kinship Foster Care Stipend

If DCF placed the child with you through the formal child welfare system, you may be eligible for a kinship foster care stipend. This payment is significantly higher than the Child-Only TANF grant because it follows the foster care payment structure.

To receive it, you typically need to meet certain requirements — a home study or safety assessment, background checks, and sometimes foster care licensing depending on the level of care. The process is more involved, but the financial support is more substantial.

Not every relative placement through DCF automatically triggers foster care payments. Ask your DCF caseworker specifically about kinship foster care rates versus the standard child-only grant.

The Grandparents as Caregivers Act (K.S.A. 38-142)

The Grandparents as Caregivers Act is frequently misunderstood. It does not give grandparents legal authority over a grandchild's school or medical decisions. What it does establish is a financial assistance and supportive services program administered by DCF for eligible low-income grandparents raising grandchildren.

Under K.S.A. 38-142 through 38-148, qualifying grandparents can receive financial reimbursement and medical assistance eligibility. However, K.S.A. 38-149 explicitly states that the Act creates no legal entitlement to benefits — funding depends on legislative appropriation. It is worth applying, but do not count on it as your sole source of support.

KanCare (Medicaid) and CHIP

Children living with relative caregivers often qualify for KanCare, Kansas's Medicaid program, or the Children's Health Insurance Program (CHIP). This covers medical, dental, and mental health care — which matters enormously when you are trying to get a child established with a pediatrician and dentist.

Eligibility is based on the child's household income, and in many informal kinship situations the child qualifies even when the caregiver's own income would be too high for adult Medicaid.

SNAP and School Meals

Food assistance through SNAP (Supplemental Nutrition Assistance Program) follows household rules — the child living in your home can be included in your SNAP household. If the child receives SNAP, KanCare, or TANF, they are also directly certified for free school meals through the National School Lunch Program without a separate application.

Even without direct certification, you can submit a household meal application based on your combined household income and size.

Where Financial Help Meets Paperwork

Here is where financial assistance and consent paperwork intersect: several benefit applications ask for documentation of your relationship to the child and your authority to act on the child's behalf. A properly executed power of attorney or guardianship order does not just help with school and medical consent — it also smooths the path through benefit applications.

Our Kansas School and Medical Consent Guide covers the consent instruments Kansas recognizes, including how each one affects your ability to access benefits and services for the child in your care. Getting the legal foundation right makes everything else easier.
