Hawaii WIC and School Meals for a Grandchild: Nutrition Programs for Kinship Families

Nutrition Help Beyond SNAP

SNAP covers a lot, but Hawaii has additional food programs specifically designed for young children, school-age children, and families in crisis. If you are raising a grandchild or relative's child, here is what else is available and how each program works.

WIC: For Children Under Five

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is administered by the Hawaii Department of Health. It covers infants and children up to their fifth birthday with targeted food vouchers (formula, cereal, milk, eggs, fruits, vegetables), nutrition education, and breastfeeding support.

Relative caregivers raising a grandchild under five can apply for WIC directly. You do not need to be the child's parent.

Eligibility has two parts: income and nutritional risk. Children already enrolled in Med-QUEST, SNAP, or TANF are automatically income-eligible — you just need proof of program enrollment. Otherwise, the income limit is 185% of the Federal Poverty Level. The nutritional risk screening is done by a health professional at a WIC clinic and looks at the child's diet, growth, and health history.

Meeting the income requirement alone is not enough — the nutritional risk assessment must also be completed.

Free and Reduced-Price School Meals

The Hawaii Department of Education administers the National School Lunch and School Breakfast Programs. Children can qualify through several paths:

Direct certification: Children in households receiving SNAP or TANF are automatically certified for free meals — no separate application required. Children in formal foster care or kinship placements under Child Welfare Services supervision are also directly certified.

Application: If direct certification does not apply, submit an application through EZMealApp or the current Hawaiʻi Child Nutrition Programs Free and Reduced Price Meal Application. The form evaluates household size and income. For the 2026–2027 school year, Hawaiʻi also provides one free breakfast and one free lunch each school day to students in households with income at or below 300% of the federal poverty level.

Community Eligibility Provision (CEP): Many Hawaii public schools participate in CEP, which provides universal free meals to all enrolled students regardless of household income. If the child's school is a CEP school, every student eats free — no application needed.

Check with the school's main office to find out whether CEP applies. If it does not, ask whether direct certification has already been processed based on your SNAP or TANF enrollment.

Emergency Food Assistance

For immediate food needs while benefits are pending, Hawaii has several emergency options:

  • Hawaii Foodbank: Connects Oahu and Kauai residents with food pantries and produce distributions. For Maui County, the Foodbank directs families to Maui Food Bank; for Hawaii Island, it directs them to The Food Basket.
  • Church and community pantries: Many offer weekly distributions without income documentation
  • Expedited SNAP: If your household meets the emergency criteria (gross income under $150/month and liquid resources of $100 or less, or housing costs exceeding income plus resources), BESSD must make benefits available within 7 calendar days

Stacking Food Benefits

These programs stack. A child can receive SNAP, WIC (if under 5), and free school meals simultaneously. WIC vouchers cover specific items that SNAP also covers, but there is no rule against having both — WIC stretches the household's SNAP benefits further.

Frequently Asked Questions

Can I apply for WIC at a different island's clinic? Hawaiʻi has WIC clinics on the main islands. For a new application, contact your nearest clinic to arrange an appointment. If you already receive WIC and are moving, ask for a transfer card to use at your new clinic. Federal law generally requires physical presence at certification and recertification, with limited waivers for specified cases.

My grandchild's school has CEP. Do I still need to fill out a meal application? No. Under CEP, all students receive free meals automatically. However, filling out the form may help the school qualify for additional federal funding, so some schools still encourage it.

Does getting WIC affect my other benefits? No. WIC benefits are not counted as income for TANF, SNAP, Med-QUEST, or any other federal benefit program.
