Missouri WIC and Free School Meals for Grandchildren in Kinship Care
Food is one of the most immediate costs when a grandchild moves in. Missouri has three nutrition programs that kinship families can stack — WIC for young children, free school meals for school-age kids, and SuN Bucks for summer — and if you are already receiving SNAP or TA, most of the qualification happens automatically.
WIC for Children Under 5
The Missouri WIC program (Women, Infants, and Children) is administered by the Department of Health and Senior Services and serves children up to age 5, regardless of whether the caregiver is a parent, grandparent, or other relative.
WIC provides:
- Supplemental food packages (infant formula, cereal, milk, eggs, fruits, vegetables, peanut butter, whole grains)
- Nutrition education and counseling
- Healthcare referrals
Adjunctive Eligibility
If the child or household already receives SNAP, Temporary Assistance, or certain MO HealthNet benefits, the child automatically meets WIC financial eligibility. You do not need to submit separate income verification. This is called adjunctive eligibility — enrollment in one program satisfies the income test for WIC.
The qualifying MO HealthNet categories include ME Codes 01, 05, 06, 07, 08, 36, 37, 40, and 56. Check the child's eligibility category or ME code to confirm whether it qualifies for WIC adjunctive eligibility.
Applying for WIC
Contact your local WIC clinic through the Missouri Department of Health and Senior Services. You will need:
- Proof of identity for you and the child
- Proof of Missouri residency
- Proof of the child's enrollment in SNAP, TA, or MO HealthNet (if using adjunctive eligibility), or income documentation if applying based on household income alone
WIC income eligibility is set at 185% of the Federal Poverty Level — higher than many other programs. Even grandparents whose income disqualifies them from SNAP may still qualify the child for WIC based on household income alone.
Free School Meals
School-age children in households receiving SNAP or TA are directly certified for free school breakfast and lunch. This happens automatically through a data-matching process between FSD and the Department of Elementary and Secondary Education (DESE) — no school meal application is required.
Direct certification extends to all children in the household. If you are a grandparent receiving SNAP and you have two grandchildren living with you, both receive free meals even if only one is named on the SNAP case.
If the household does not receive SNAP or TA, children can still qualify for free or reduced-price meals based on household income. Schools send home applications at the beginning of the year — fill them out even if you think your income might be too high. The income thresholds (130% FPL for free, 185% for reduced-price) are higher than you might expect.
SuN Bucks Summer Nutrition
Missouri's SuN Bucks program provides a one-time benefit of $120 per child during the summer months for eligible school-age children. Children who are directly certified for free school meals automatically receive SuN Bucks — no separate application needed.
The $120 is loaded onto the family's existing EBT card. If the family does not have an EBT card, FSD issues a new one specifically for the summer benefit.

School Supplies and Clothing
These are not federal programs, but Missouri's regional Family Resource Centers and community organizations often provide:
- Back-to-school supply drives and school supply vouchers
- Clothing closets and seasonal clothing distributions
- Shoe programs through community charities
Contact Missouri 211 (dial 211) for what is available in your county. The KIN-4-KID line (1-833-546-4543) can also connect you with local organizations that assist kinship families with these needs.
How These Stack Together
A grandchild under 5 living with a grandparent who receives SNAP can access:
- SNAP food benefits as part of the household
- WIC supplemental food (adjunctive eligibility from SNAP enrollment)
- Free school meals once the child starts school (direct certification from SNAP)
- SuN Bucks summer nutrition ($120/child)
A school-age grandchild in a SNAP household gets free breakfast, free lunch, and SuN Bucks with no additional paperwork.
The Missouri Kinship Financial Help Guide covers all of these nutrition programs alongside TA, MO HealthNet, childcare subsidies, and every other benefit available to Missouri kinship families.
