Florida Financial Help for Grandparents Raising Grandchildren: Every Program in One Place
The Money Depends on How the Child Came to Live With You
Florida's kinship benefits are not one program — they are a patchwork of cash, food, healthcare, and childcare programs spread across multiple agencies. What you qualify for hinges almost entirely on one question: is DCF involved?
Informal arrangement (no court order, no DCF): You qualify for Child-Only TCA ($242–$298/month depending on the child's age), SNAP, child Medicaid, and childcare subsidies. Your personal income is excluded from the TCA calculation.
Chapter 751 temporary custody (Family Court order, no DCF): Same benefits as informal — TCA, SNAP, Medicaid, childcare. The court order gives you legal authority for school enrollment and medical consent, but it does not unlock higher payments.
Chapter 39 dependency placement (DCF removed the child): You qualify for Relative Caregiver Program payments ($242–$298/month), or $333/month with a Level 1 foster license. Medicaid is automatic. After six months of licensed foster care, you can apply for the Guardianship Assistance Program.
Permanent guardianship with GAP: $333/month minimum (negotiable higher), Medicaid through age 18 or 21, college tuition waiver, and a one-time $2,000 reimbursement for legal costs.
Cash Assistance
The entry-level payment for most kinship families is Child-Only TCA. It evaluates only the child's income and assets — your retirement, pension, or wages are invisible. Rates per child per month: $242 (ages 0–5), $249 (ages 6–12), $298 (ages 13–17). Apply through MyACCESS. Full details on Child-Only TCA.
For children placed by DCF, the Relative Caregiver Program pays the same age-tiered rates but through the child welfare system rather than TANF. Upgrading to a Level 1 license bumps every age tier to $333/month. Full details on RCP.
The Guardianship Assistance Program provides the most stability — a negotiated monthly payment (at least $333) that continues after the dependency case closes and the child is permanently yours. Full details on GAP.
Food Assistance
SNAP is evaluated on total household income — unlike TCA, your pension and Social Security count toward the household limit. Florida uses Broad-Based Categorical Eligibility, setting the gross income limit at 200% of the Federal Poverty Level. A two-person household (you and one grandchild) qualifies with gross income under $3,608/month. Maximum monthly SNAP for two people: $562. Households with a member age 60+ skip the gross income test and are evaluated only on net income at 100% FPL.
Important: Child-Only TCA and RCP payments received on behalf of the child are explicitly excluded from SNAP countable income.
WIC covers children under age 5 with nutritional supplements and counseling. Children already receiving Medicaid or SNAP are automatically eligible without separate income screening.
Free school meals — children on TCA, SNAP, or in foster care are directly certified for free breakfast and lunch without a household income application.

Healthcare
Children receiving Child-Only TCA, RCP, or GAP get automatic Medicaid — no monthly premium. For children not on those programs, Florida Medicaid covers infants up to 140% FPL and children ages 1–18 up to 133% FPL. Florida KidCare subsidized plans cover eligible children from 133% through 200% FPL at $15–$20 per month per household. Most children in kinship care qualify for zero-premium Medicaid when only the child's income is counted.
Childcare Subsidies
Local Early Learning Coalitions administer Florida's School Readiness childcare program. Children receiving TCA or placed through DCF qualify under the TANF At-Risk Child Care category, which provides priority enrollment and bypasses community waitlists. At-Risk referrals also exempt the caregiver from the standard 20-hour weekly work or education requirement.

The Biggest Mistakes to Avoid
- Reporting your own income on a child-only TCA application. The MyACCESS portal asks for household financials by default. For child-only cases, only the child's income matters.
- Assuming a Chapter 751 court order qualifies you for RCP. It does not. RCP requires Chapter 39 dependency.
- Letting the GAP agreement deadline slip. If you are heading toward permanent guardianship, the Guardianship Assistance Agreement must be signed before the court closes the case — or the funding is lost forever.
