Back to School Costs for Kinship Carers in South Australia

The Financial Shock of School Costs

When a grandchild or relative's child arrives in your care, the first few weeks are crisis mode — food, bedding, a safe routine. Then school starts, and the costs hit. Uniforms, shoes, stationery, excursion fees, school photos, sports gear, and the materials and services charge that South Australian schools levy each year. For a grandparent or kinship carer already stretching the Age Pension, these costs can break a household budget.

Research into South Australian kinship care shows that approximately two-thirds of informal carers live below the poverty line, and roughly half experience food insecurity. School costs compound an already fragile financial situation.

School Card: SA's Main Fee Relief

The South Australian School Card scheme is the primary mechanism for reducing school costs. It pays the prescribed materials and services charge directly to the school, covering what most families would call "school fees."

For kinship carers, the relevant application pathway depends on your care arrangement:

Form F (Informal and Formal Care Arrangement): If you are raising a child under an eligible informal or formal care arrangement, use School Card Form F and provide the supporting care evidence listed on the form. These applications are not assessed against School Card income limits. Submit the form and supporting documents to the School Card Section as directed on the form.

Children under the guardianship of the Chief Executive who attend a government school are automatically eligible and do not need an application. Ask the school or DCP caseworker about the process for other formal care arrangements.

For a Form F application, send the form and supporting documents directly to the School Card Section as instructed. For other School Card applications, speak to the school's front office or admin team at the start of the year (or when the child enrols mid-year); the school can explain its online or paper process.

Private and Catholic schools do not use School Card in the same way. Contact the school's financial office directly to ask about bursaries, fee relief, or hardship provisions.

Uniforms and Supplies

School Card covers the materials and services charge but not uniforms, shoes, or bags. These still come out of pocket. Options that help:

Grandcarers SA Education and Development Fund. Grandcarers SA (Grandparents for Grandchildren SA) offers small grants through their Education Fund to help kinship carers cover school-related costs including uniforms and supplies. Requests are processed through their intake coordinators and depend on available funding. Contact Grandcarers SA directly — they operate from Pitt Street in Adelaide with outreach across regional SA.

School uniform pools. Many SA schools run second-hand uniform shops or swap programs. Ask the school's front office or parent group. For a child arriving mid-year, this can save hundreds of dollars.

St Vincent de Paul / Salvation Army. Emergency relief agencies provide vouchers for clothing and school supplies. Eligibility is usually based on holding a Health Care Card or Pensioner Concession Card.

Centrelink one-off payments. If you receive Family Tax Benefit Part A, the annual FTB Part A Supplement is paid after end-of-year reconciliation and can help cover start-of-year school costs. The timing is not ideal (it arrives mid-year for the previous year), but it helps with planning.

DCP Incidental Payments for Formal Carers

If the child is in statutory care (under a DCP guardianship order), DCP provides incidental payments for irregular expenses including school camps, therapeutic costs, and start-up grants when a child first arrives. These are separate from the fortnightly Carer Support Payment. Your DCP caseworker can authorise incidental payments — keep receipts and make requests in writing.

Planning Ahead

The most effective way to manage school costs is to apply for everything early. School Card applications at the start of Term 1 are processed fastest. The Grandcarers SA Education Fund has limited funding that runs out, so early applications have the best chance. And if you are not yet receiving Family Tax Benefit, lodging your Centrelink claim as soon as the child enters your care means the first instalment arrives sooner.

The South Australia Kinship Carer Support guide includes a step-by-step walkthrough of School Card applications (including which form to use for your situation), Centrelink claims, and the other financial support available to kinship carers across SA.
