Washington KCSP Emergency Funds for Kinship Caregivers

When a child moves in unexpectedly, the expenses hit immediately — a bed, clothing, school supplies, diapers. TANF child-only cash takes up to 30 days to approve. Basic Food has the same timeline. The Kinship Caregivers Support Program (KCSP) offers one-time or episodic local support, subject to available funding.

What KCSP Covers

KCSP provides flexible, one-time or episodic emergency grants for needs that can't wait for a monthly benefit to start. Eligible expenses include:

  • Housing: emergency housing assistance and rental arrears
  • Utilities: shut-off prevention payments
  • Household setup: beds, cribs, mattresses, bedding
  • Clothing and school supplies for the child
  • Transportation: emergency transport
  • Legal fees: filing costs for guardianship petitions under RCW 11.130

The program covers relative caregivers raising children outside the formal foster care system. You do not need a court order, guardianship, or DCYF placement to qualify.

How to Access KCSP

KCSP is administered locally through Area Agencies on Aging (AAAs) and community kinship teams. Kinship navigators operate across 30 Washington counties. There is no single statewide application portal — contact your local navigator for the process in your area.

Two ways to find your navigator:

  1. Call 211 (Washington's information and referral line) and ask for kinship caregiver support in your county
  2. Contact your county's Area Agency on Aging directly — DSHS maintains a directory at dshs.wa.gov

Your kinship navigator assesses your immediate needs, helps you complete any intake paperwork, and connects you with available KCSP funds. They can also help with TANF and Basic Food applications, support group referrals, and legal aid connections.

Important Limits

KCSP is not an entitlement program. It's discretionary funding subject to local budget availability. What that means in practice:

  • Fund amounts vary by county and fiscal year
  • Timing and funding depend on local availability; ask your navigator what is currently available
  • Grants may be one-time or episodic — this isn't a recurring monthly entitlement
  • The program helps stabilize you while longer-term benefits (TANF, Basic Food, Apple Health) are processing

If your local KCSP funds are exhausted, your navigator can point you to Community Action Agencies that administer LIHEAP utility assistance, emergency rental aid, and other flexible grants.

Title III-E for Older Caregivers

If you're 55 or older, you may also qualify for services under the federal Title III-E National Family Caregiver Support Program. Distributed through the same AAA network, Title III-E covers respite care, caregiver counseling, support groups, and supplemental material assistance. Caregivers of any age raising a child with severe developmental disabilities are also eligible.

Getting KCSP While Other Benefits Process

The best approach is to contact your kinship navigator at the same time you submit your TANF and Basic Food applications through Washington Connection. The navigator helps with immediate needs through KCSP while DSHS processes the longer-term benefits. The Washington Financial Help for Kinship Caregivers guide covers this sequencing strategy — including what to ask your navigator, what emergency documents to bring, and how KCSP fits alongside every other program available to Washington kinship families.
