Tennessee School Enrollment by District: Nashville, Memphis, Knox County, and Hamilton County
Tennessee's four largest school districts each handle non-custodial caregiver enrollment a little differently. The underlying law is the same — T.C.A. § 34-6-304 allows enrollment with a valid Power of Attorney for Care of a Minor Child — but residency verification, required documents, and enrollment procedures vary by district.
Metro Nashville Public Schools (MNPS)
MNPS enrolls students through district Enrollment Centers, either online or in person. As a relative caregiver, bring:
- The executed POA (notarized or double-witnessed)
- Your government-issued photo ID
- The child's birth certificate
- Two proofs of Davidson County residency (lease, mortgage statement, or utility bill in your name)
- The child's immunization records (Official Immunization Certificate, Form PH-4103)
If you do not have a formal POA or guardianship papers, MNPS Enrollment Center staff will review the family situation. They may accept a district-level residency affidavit or facilitate immediate enrollment while you work on the POA. MNPS also maintains a McKinney-Vento Liaison who can expedite enrollment for children who lost their primary housing.
MNPS uses the Campus Portal for grades, attendance, and teacher communication. Once enrolled, request that the school update the primary household contact to your information so you receive all notifications.
Memphis-Shelby County Schools (MSCS)
MSCS operates under Policy 6002 (School Admissions) and Policy 6058 (Child Custody and Parental Access). The district permits enrollment when a Shelby County resident is assigned care, custody, and support of a child through a valid POA or court order.
Required documents:
- The POA or court custody order, reviewed and approved by the district
- Two primary proofs of Shelby County residency (driver's license, utility bill, or lease)
- The child's birth certificate
- Immunization records
MSCS serves over 100,000 students across traditional public schools and charter frameworks. Enrollment procedures are centralized — contact the district's Student Assignment and Transfers department if a school building gives you conflicting information.
Knox County Schools
Knox County enforces state statutory requirements through Board of Education Policy J-150 and Policy J-391. The district requires a properly executed POA detailing extreme hardship under T.C.A. § 34-6-301, accompanied by:
- Notarized or double-witnessed POA
- Caregiver residency proofs
- Child's immunization records
- Birth certificate
One important detail: the Knox County Superintendent or Director of Schools, assisted by the Knox County Law Director's Office, retains authority to investigate and determine the validity of the stated hardship and residency. This means Knox County may take longer to process enrollment than Nashville or Memphis if the Law Director's office wants to review the documents.
Knox County also specifies that a POA is not sufficient proof of legal guardianship for withdrawing a student to enroll in home schooling. If you plan to homeschool, you will need a court custody or guardianship order.

Hamilton County Schools
Hamilton County (Chattanooga) follows state law and accepts a valid T.C.A. § 34-6-301 POA for enrollment. The district requires standard documents: the POA, residency verification, birth certificate, and immunization records.
For current enrollment steps, required documents, and support contacts, start with the Hamilton County Schools Registration Hub. The district's Family Connection Center can provide in-person or virtual registration assistance.
Rural Districts
Smaller districts across East, Middle, and West Tennessee generally follow state statutory requirements without additional district-level policies. Expect to submit the POA, residency proofs, and immunization records at the school office. Some rural districts ask the caregiver to complete an internal Affidavit of Caregiver Residence confirming the child lives with you full-time — this is a district form, not a state requirement, and complements the POA.
