SGO Allowance by Council in Wales: Cardiff, Swansea, Bridgend and Newport

Wales has 22 local authorities and no single national SGO allowance rate. Each council sets its own means-tested financial support policy for special guardians, which means the amount you receive depends heavily on where you live. If you are comparing councils — or have just been told your allowance is lower than expected — this breakdown explains what drives the differences and what you can do about it.

How the Means Test Works

Published Welsh policies differ, but common steps include a baseline benchmarked against local foster-care maintenance rates, deductions for relevant child benefits, and a household means test. The specific calculation depends on the council's policy.

The result is that two special guardians in different councils, caring for the same age child with identical household incomes, can end up with materially different weekly payments. This is legal — the Children Act 1989 and the Special Guardianship (Wales) Regulations 2005 require councils to maintain a published policy and conduct a fair assessment, but they do not mandate a specific payment amount.

Cardiff

Cardiff Council assesses SGO financial support under its Section 14F framework aligned with the Social Services and Well-being (Wales) Act 2014. The assessment prioritises previously looked-after children and applies a means test based on household expenditure and child-related costs. Cardiff's Children's Services team handles assessments, but published guidance is less detailed than some other councils. If you are offered an allowance figure and want to understand the calculation, ask for a written breakdown showing the baseline rate, deductions, and means-test adjustment.

Swansea

Swansea's Family and Friends Team (FAFT) runs a dedicated SGO support programme with an enhanced allowance budget. All new special guardians receive a welfare-rights check as part of the initial assessment — this is built into the process, not something you need to request separately. Swansea also sends an annual review letter to all guardians and operates an SGO Stability Panel for crisis situations, with a minimum six-month post-order support offer.

One important detail: Swansea introduced a 50% council tax discount for approved foster carers in 2026/27, but this discount explicitly excludes SGO carers after the order is granted. If you were fostering before your SGO and expected the discount to continue, this is worth checking with the council directly.

Bridgend

Bridgend County Borough Council publishes one of the more transparent SGO financial policies in Wales. The council benchmarks its maximum baseline allowance against the local foster care rate (minus Child Benefit), then applies a disposable-income means test. Bridgend's policy also includes the no-detriment principle: if you were an approved foster carer before the SGO, Bridgend may grant a transitional supplementary allowance equal to the fee element you were receiving. If granted, this rate is fixed at the level set when the order was made and is not adjusted for inflation, so it erodes in real terms over time.

Bridgend also has discretionary powers to award settling-in lump sums for bedroom furniture, home adaptations, and legal fee contributions.

Newport

Newport City Council follows the Welsh SGO financial assessment framework. Ask your allocated social worker for the council's published SGO financial policy before your assessment so you can see how the local calculation works.

What to Do If Your Allowance Seems Low

If you believe your assessment was unfair or the council has not followed its own published policy, you have three routes:

  1. Request a written breakdown — ask the social worker to show the baseline rate, deductions, and means-test calculation line by line.
  2. Make a formal complaint — lodge it with the council's Social Services Complaints Officer under the Social Services Complaints Procedure (Wales) Regulations.
  3. Escalate to the Public Services Ombudsman for Wales — if the internal process does not resolve the issue.

The Kinship Care in Wales guide includes a Local Authority Allowance Worksheet designed to help you prepare for your financial assessment and track the figures your council uses in its calculation.
