Council Tax Reduction for Kinship Carers in Wales
Council tax is one of the biggest fixed costs for kinship carers in Wales, and many do not realise they may qualify for a reduction. Wales operates its own Council Tax Reduction Scheme (CTRS) — separate from the English system — and kinship carers on low incomes or means-tested benefits are often eligible for a significant reduction or, in some cases, a full reduction of their Council Tax liability.
The Welsh Council Tax Reduction Scheme
Since 2013, Wales has run its own national CTRS, administered by each of the 22 local authorities. Unlike England, where councils design their own schemes with varying eligibility rules, the Welsh scheme follows a national framework set by Welsh Government regulations. This gives more consistency across councils, though some discretionary elements still vary.
You may qualify for a Council Tax Reduction based on your income, savings, and household circumstances. Some benefits passport you to the maximum reduction; Universal Credit may also be relevant, but receiving it does not by itself guarantee the maximum reduction. Benefits that can passport an applicant to the maximum reduction include:
- Income Support
- Income-based Jobseeker's Allowance
- Income-related Employment and Support Allowance
- Pension Credit Guarantee Credit
The amount of reduction depends on your income, capital, household circumstances, and whether you are of working age or pension age. Apply through your local authority even if you receive Universal Credit.
The Foster Carer Discount Gap
Some Welsh councils have introduced council tax discounts specifically for approved foster carers. Swansea, for example, launched a 50% council tax discount for foster carers in 2026/27. However, these foster-carer-specific discounts typically exclude special guardians — once the SGO is granted, you are no longer classified as a foster carer for the purposes of the discount.
This is a known frustration for kinship carers who transition from foster care to an SGO. If you were receiving a foster-carer council tax discount and are about to apply for an SGO, factor this into your financial planning. The loss of the discount may be partially offset by the SGO allowance, but it is worth raising with your social worker during the Section 14F financial assessment.
How to Apply
Apply directly to your local authority. Most Welsh councils accept applications online or by post. You will need to provide:
- Your council tax reference number
- Proof of income (benefit letters, payslips, pension statements)
- Details of savings and capital
If you already receive Universal Credit, some councils automatically assess you for CTRS when your UC claim is processed. Others require a separate application. Check with your council — do not assume it is automatic.

Single Occupancy Discount
If you are the only adult in the household (for example, a grandparent living alone with a grandchild), you qualify for the standard 25% single-occupancy discount. Children under 18 are disregarded for council tax purposes, so a household with one adult and one or more children counts as a single-occupant property. This discount applies on top of any CTRS reduction.
