Raising a Niece, Nephew, or Sibling's Child in West Virginia: Financial Help

Not Just Grandparents

Most kinship care conversations center on grandparents, but a significant share of relative caregivers in West Virginia are aunts, uncles, adult siblings, cousins, and their spouses. The financial help available to them is the same — the WV WORKS child-only grant, SNAP, Medicaid, and childcare subsidies do not limit eligibility to grandparents.

Who Counts as a Specified Relative

Under Bureau for Family Assistance policy, a "specified relative" eligible for the child-only grant includes:

  • Grandparents
  • Aunts and uncles
  • Siblings (adult)
  • Nieces and nephews (adult)
  • Cousins
  • Adoptive relatives in any of these categories
  • Step-relatives in any of these categories
  • Spouses of any of the above

This is a broad definition. An adult cousin, a step-aunt, or an uncle by marriage all qualify. The common thread is a recognized family relationship to the child — by blood, adoption, or marriage.

Fictive kin (family friends with a significant bond to the child but no legal or biological relationship) may qualify for specialized BSS kinship placement support but face additional criteria for BFA economic programs.

The Child-Only Grant for Non-Grandparent Relatives

The WV WORKS child-only grant works identically whether you are a grandparent or an aunt raising your sister's children. As a non-needy caretaker relative excluded from the assistance group:

  • Your income and assets are not counted
  • Only the child's income and assets are evaluated
  • The assistance group's countable assets may not exceed $2,000, regardless of the number of people in the group
  • Payments start at $417/month for one child, $480 for two, $542 for three
  • No work requirements apply to you
  • The 60-month TANF time limit does not run against you

The key requirement is that no parent lives in the household as part of the assistance group.

Healthcare Coverage

Medicaid and WV CHIP eligibility works the same way for a child living with any nonparent relative. When no parent is in the home, the child is evaluated as a non-filer, child-only medical unit. The caregiver's income does not count.

Children enrolled in Medicaid automatically receive HealthCheck (EPSDT): preventive screenings, dental, vision, mental health services, and non-emergency medical transportation.

Where It Gets Slightly Different

The caregiver consent affidavit under W. Va. Code §49-2-703 is available to any relative caregiver, not just grandparents. However, the proof-of-relationship documentation at the county DoHS office can take an extra step for non-grandparent relatives. A birth certificate showing a grandparent-grandchild link is straightforward. Proving that you are the child's aunt may require the child's birth certificate plus your own (or your sibling's) to establish the family chain.

Bring everything you have that documents the relationship. The caseworker needs enough to verify that you meet the specified relative definition.

Senior Services Are Age-Gated

One program that is genuinely limited: the Title III-E National Family Caregiver Support Program through the Bureau of Senior Services. It serves caregivers aged 55 and older, providing respite care, counseling, support groups, and emergency aid through Area Agencies on Aging. A 35-year-old aunt raising a nephew would not qualify for this program, though all other state benefits remain available.

Applying as a Non-Grandparent Relative

The application process is identical. Apply through WV PATH (wvpath.wv.gov) or at your local county DoHS office. Specify that you are a non-needy caretaker relative seeking a child-only grant for the child in your care.

The West Virginia Kinship Financial Help Guide covers every eligible relationship category, the documents that prove each one, and the application steps for all available programs.
