Oregon Benefits Recertification and Renewal Deadlines for Kinship Caregivers

Benefits Don't Renew Themselves

The hardest part of Oregon's benefit system isn't the initial application — it's keeping everything active. TANF, SNAP, OHP, and ERDC each have their own renewal cycles and documentation requirements. Miss a deadline on one program and you can lose benefits for weeks while ODHS reprocesses your case.

For kinship caregivers managing multiple programs on behalf of a child, tracking these deadlines is an ongoing task that doesn't end until the child ages out.

TANF Recertification

Oregon TANF child-only cases are reviewed periodically — typically every 12 months, though ODHS may request interim reviews if household circumstances change. You'll receive a renewal packet by mail and through the ONE portal.

The renewal requires updated information on:

  • Household composition (who lives in the home)
  • The child's income, if any (child support, survivor benefits)
  • Your gross household income (for the 185% FPL non-needy caretaker screening)
  • Continued caregiving arrangement documentation

Submit the renewal before the deadline on the notice. If you miss it, contact ODHS immediately: benefits can stop, but the review may still be completed if you contact the branch and finish it during the month after the eligibility period ends. Do not assume you must start over as a new applicant.

SNAP Recertification

SNAP certification periods vary. Most Oregon SNAP households are certified for 12 months, though some receive 24-month certifications. Your certification end date is on your approval notice and in the ONE portal.

Before your certification expires, ODHS sends a recertification form. Complete and return it with current income verification, shelter costs, and household composition information. If ODHS doesn't receive your response in time, SNAP benefits end on the certification expiration date.

Between certifications, you must report certain changes within 10 days:

  • A child moving out of the home or a new person moving in
  • Household income crossing the reporting threshold
  • Changes in address
  • New income the child receives

OHP Renewal

Oregon tries to automate OHP renewals through ex parte redetermination — ODHS cross-references state wage databases and other records to verify eligibility without requiring paperwork from you. If automated verification confirms the child still qualifies, coverage continues without action on your part.

If the automated check can't confirm eligibility, ODHS sends a renewal packet. You typically have 60 days to return completed forms. Missing this deadline can result in a gap in the child's health coverage.

One important detail: changes you report to TANF or SNAP don't automatically update your OHP records. If your address changes or the household composition shifts, make sure those updates are reflected across all program profiles in the ONE system.

ERDC Renewal

ERDC certifications are time-limited and require periodic reauthorization. You must demonstrate ongoing qualifying activity (employment, training, or education) and provide updated income information. Your childcare provider must also maintain their approved status.

If your employment situation changes — you lose a job, reduce hours, or retire — notify ODHS promptly. Depending on circumstances, you may have a transitional period before ERDC adjusts or ends.

Building a Renewal Calendar

With four programs on different cycles, a tracking system prevents gaps. Mark these dates:

  • TANF annual review month
  • SNAP certification end date
  • OHP renewal month (check ONE portal)
  • ERDC reauthorization date
  • 10-day reporting deadlines for household changes

The ONE portal at one.oregon.gov shows your current certification periods and pending notices. Check it at least monthly.

If Benefits Lapse

If you miss a deadline and benefits stop, reapply immediately. For SNAP, you can request expedited processing if your household qualifies under emergency criteria. For OHP, a coverage gap may have retroactive fix options depending on when you reapply.

If ODHS reduces or terminates benefits and you believe the decision is wrong, file an administrative hearing request (Form MSC 0443) within the deadline on your notice. To ask that current benefits continue during the appeal, request them by the later of 10 calendar days from the notice's sending date or the effective date of the proposed change.
