NT Carer Allowance Rates 2026 for Kinship and Foster Carers
What the NT Carer Allowance Pays in 2026
The Northern Territory's Department of Children and Families (DCF) increased carer allowance rates by 10% from 1 July 2026, applying CPI indexation across all tiers. These payments go exclusively to authorised foster and kinship carers — relatives who've been formally assessed by DCF and are caring for children under a statutory protection order or temporary placement arrangement.
If you're caring for a grandchild informally (no court order, no DCF involvement), these territory rates don't apply to you. Your payment pathway runs through Centrelink — this overview of NT kinship payments covers both systems.
2026 Rate Table: Urban Placements
The allowance varies by the child's needs level and age:
- Level 1 (Standard): $299.07/week (age 0–5), $320.06 (6–9), $376.86 (10–13), $466.60 (14–17)
- Level 2 (Moderate Need): $463.55/week (0–5), $496.08 (6–9), $584.14 (10–13), $723.23 (14–17)
- Level 3 (High Need): $628.03/week (0–5), $672.11 (6–9), $791.41 (10–13), $979.86 (14–17)
- Level 4 (Complex Need): $792.53/week (0–5), $848.14 (6–9), $998.68 (10–13), $1,236.50 (14–17)
Remote Community Loading
Carers in remote communities receive approximately 10% above urban rates. For example, a Level 1 placement for a child aged 0–5 pays $328.97 per week in remote areas versus $299.07 in Darwin or Palmerston. At the top end, Level 4 Remote for a 14–17 year old reaches $1,360.14 per week.

Extra Payments
Establishment payment: $1,000 per new placement, up from $200 before July 2026. This covers immediate setup costs — bedding, clothing, car seat, and safety equipment.
Emergency respite rates: Paid daily when a respite carer takes the child for up to 4 nights. Rates range from $50.99 per day (Level 1 Urban, youngest age band) up to $207.77 per day (Level 4 Remote, oldest age band).
Tax and Centrelink Treatment
NT Carer Allowance payments are tax-free under ATO rulings for state and territory foster/kinship allowances. They're also exempt from Centrelink income testing — receiving them doesn't reduce your Age Pension, Parenting Payment, or FTB entitlements. This means an authorised grandparent carer can receive their full pension plus the NT allowance plus FTB with no interaction between the three.
How the Needs Level Is Set
Rates are organised into four care tiers based on a child's assessed complexity or need. If you disagree with an allowance tier, you can request an internal departmental review through DCF's Quality and Practice Leadership Directorate.
What If You're an Informal Carer?
Informal kinship carers — relatives raising children outside the child protection system — are ineligible for the NT Carer Allowance. Your primary financial support comes from Centrelink: Family Tax Benefit Parts A and B, Parenting Payment Single, ACCS (Grandparent) for eligible grandparents, and Commonwealth Rent Assistance. Some Aboriginal Community-Controlled Organisations hold limited brokerage funds, and DCF regional offices may consider discretionary relief for acute child-preservation risks.
The NT Kinship Carer Support Guide walks through both pathways, with rate tables, claim checklists, and worksheets to track what you're receiving and what you might be missing.
