Nova Scotia Income Assistance for a Child in a Relative's Care

Grandparents in Ontario can apply for Temporary Care Assistance — a child-only grant that pays for the child's needs without means-testing the caregiver's own income. If you're in Nova Scotia looking for the same thing, you won't find it. The province's social assistance program works differently, and that difference catches a lot of relative caregivers off guard.

How ESIA Handles Relatives Raising Children

Nova Scotia's Employment Support and Income Assistance (ESIA) is a household-based program. When a child comes to live with you, ESIA doesn't treat the child as a separate case. Instead, the child is added to your household budget unit, and your entire household income — including CPP, OAS, GIS, private pensions, and earned wages — is assessed against the benefit thresholds.

There is no child-only stream. A grandparent who receives CPP and OAS totalling $1,800 per month cannot receive a separate ESIA payment just for the grandchild's needs. Pension income counts dollar-for-dollar as chargeable unearned income; ESIA assesses that income and the household's assets against the allowance for the household unit.

Who Can Actually Qualify

ESIA can help relative caregivers who have very low income from all sources. The program considers:

  • Chargeable income (counts against you): CPP, OAS, GIS, Employment Insurance, private pensions, non-exempt earned wages
  • Non-chargeable income (doesn't count): Canada Child Benefit, Nova Scotia Child Benefit, Child Disability Benefit, GST/HST credit, child support payments
  • Liquid asset limits: $2,000 for a single person, $3,000–$4,000 for a family unit with dependants

If your total chargeable income is below the ESIA threshold for your household size, and your liquid assets are within the limits, you can receive assistance — and having a dependent child in the household increases your budgetary allowance.

What ESIA Provides Beyond Cash

For caregivers who do qualify, ESIA unlocks more than a monthly payment. Children in ESIA households automatically receive:

  • Full Pharmacare drug coverage
  • Extended dental coverage
  • Optical benefits
  • Medical transportation assistance

The department can also authorize discretionary special-needs grants for essentials like cribs, winter clothing, school supplies, and emergency food vouchers. These require advance caseworker approval — you cannot spend first and claim later.

The Real Alternative for Most Grandparents

If ESIA doesn't work for you because your pension income is too high, the financial support structure in Nova Scotia is:

  1. Canada Child Benefit — up to $680/month per child under 6, based on your income
  2. Nova Scotia Child Benefit — up to $127/month per child
  3. Alternative Family Care — $250/month per child (non-taxable); ask a child-protection worker about the assessment and eligibility
  4. Child Care Subsidy — covers licensed childcare fees for households with adjusted net income of $70,000 or less

These programs don't require ESIA eligibility, but CCB, NSCB, and the Child Care Subsidy have their own household-income rules. AFC payments do not reduce GIS, OAS, or Income Assistance.

The Nova Scotia kinship financial help guide maps out exactly which programs are available for your income level and care arrangement — including the appeal process if ESIA denies your application.
