Kinship Care in Rural North Dakota Counties: Accessing Benefits From a Distance
The Distance Problem
North Dakota is the fourth-least-densely populated state in the country, and individual county social service offices have consolidated into regionalized multi-county Human Service Zones. A kinship caregiver in a western oil county or a northeastern farming community might live 60 to 90 miles from the nearest Zone office. Limited public transportation makes a face-to-face application meeting a full-day affair.
That distance creates a real barrier — not a legal one, but a practical one that causes kinship families to delay applying for benefits they qualify for.
You Do Not Have to Go In Person
Every major financial assistance program in North Dakota can be started remotely:
- Online: The ND HHS "Apply for Help" Self-Service Portal accepts unified applications for TANF, SNAP, Medicaid, Healthy Steps (CHIP), and CCAP. You can complete the entire application from your phone or computer.
- Phone: The Customer Support Center at 1-866-614-6005 (TTY: 711) handles application intake, general questions, and follow-up. Eligibility interviews that historically required a Zone visit are now commonly conducted by phone.
- Mail or fax: Paper applications can be downloaded from the ND HHS website and submitted by mail to the Customer Support Center (P.O. Box 5562, Bismarck, ND 58506) or faxed.
- Email: Send application questions or intake requests to [email protected].
Kinship-ND itself can be accessed entirely by phone ((701) 328-1453) or email ([email protected]). Form SFN 408 can be submitted by mail or email.
Verification Without a Trip
The trickiest part of remote applications is document verification. Eligibility workers need to see birth certificates, income documentation, proof of residency, and similar records. Options for rural caregivers:
- Upload through the Self-Service Portal after submitting your application
- Photograph or scan documents and email them to your assigned eligibility worker
- Fax copies to your Human Service Zone's fax number
- Mail originals (send copies, not originals, unless specifically requested)
If an eligibility worker schedules an interview you cannot attend due to distance, ask for a phone or virtual option where available. TANF interviews may be held in person, by phone, or virtually when required. SNAP allows telephone or virtual interviews instead of an office interview, but the Zone must provide an in-person interview if you request one. Medicaid applications do not require an interview.

Rural Legal Aid
Finding an attorney for a guardianship case in rural North Dakota is harder than in Fargo or Bismarck. Legal Services of North Dakota (LSND) provides free civil legal help for income-eligible caregivers statewide, including guardianship representation.
- Caregivers aged 60+: 1-866-621-9886
- Under age 60: 1-800-634-5263
LSND accepts applications by phone or online. If you are pursuing guardianship and need Kinship-ND's $2,500 guardianship assistance, contact Kinship-ND to ask how to apply; caregivers must be receiving Kinship-ND services before applying for the funds.
Community Action Agencies Serve Rural Areas
North Dakota's Community Action Partnership lists regional agencies by county. Its current directory notes that Red River Valley Community Action Agency is closed and not providing services, so check which services are currently available in your county. The listed programs include emergency assistance, energy assistance, food pantries, housing, and weatherization, but offerings vary by agency.
Making It Work From Anywhere
The consolidation of county offices into larger Zones was an administrative efficiency move, not a signal that rural residents should not apply. Every program available to a caregiver in Bismarck is available to a caregiver in Bowman, Crosby, or Hettinger. The application channels are the same — the access method just shifts to phone, mail, and online.
