Emergency Financial Help for Kinship Care in North Dakota
When a Child Arrives Overnight
The call comes at 10 PM. A grandchild needs a bed tonight because their parent was arrested, admitted to treatment, or hospitalized. Within 48 hours, you need a car seat, diapers, formula, school clothes, and groceries for a child you were not budgeting to feed.
North Dakota has several fast-access resources for exactly this situation. The key is knowing which ones can help within days, not weeks.
Kinship-ND's $800 Expense Reimbursement
Kinship-ND — the state's navigation program for relatives raising children — provides up to $800 in lifetime expense reimbursement per kinship child. This covers immediate needs: bedding, clothing, car seats, childcare, groceries, and basic supplies.
The critical detail: Kinship-ND reimburses eligible expenses incurred up to two months before your application date. If you spend money in the first chaotic week before you even know Kinship-ND exists, those receipts still count. Keep every receipt from day one.
Start by submitting Form SFN 408 to Kinship-ND. Call (701) 328-1453 or email [email protected]. The program does not require a court order or an existing child welfare case, and applying does not trigger child support enforcement.
Expedited SNAP (Food Assistance)
Standard SNAP applications take up to 30 days to process. But households in severe financial distress qualify for Expedited SNAP, which mandates benefit issuance within seven calendar days of application.
You qualify for expedited processing if:
- Your household has less than $150 in gross monthly income and $100 or less in liquid assets, or
- Your combined gross monthly income and liquid assets are less than your monthly rent, mortgage, and utility expenses
Apply through the ND HHS Self-Service Portal online or walk into your local Human Service Zone office. Tell the eligibility worker you need expedited processing at intake.

Community Action Agencies
North Dakota has seven Community Action agencies. The Community Action Partnership of North Dakota lists emergency assistance, energy assistance, food pantries, housing, and weatherization among available services. Offerings and eligibility vary by agency and program, so contact your regional agency to ask what is currently available.
Community Action Agencies set eligibility separately. Most programs use federal or state income guidelines, and limits vary by program. They are often the fastest source of material help in the first 72 hours.
LIHEAP Crisis Fuel Delivery
If you took in a child during cold weather and your heating costs are now unmanageable, contact the Customer Support Center or your Human Service Zone about LIHEAP Emergency Home Energy Assistance. This is a separate program for low-income households unable to secure home energy or facing a weather-related or supply-shortage emergency. Human Service Zones may receive and process emergency requests at any time of year.
What to Do in the First Week
Here is a practical sequence for the first seven days:
- Keep every receipt — even small purchases. They are reimbursable through Kinship-ND for up to two months before you apply.
- Call Kinship-ND at (701) 328-1453 to start your SFN 408 application.
- Apply for SNAP online or in person. Request expedited processing.
- Apply for child Medicaid using Form SFN 1909 — you do not need legal guardianship.
- Contact your local Community Action Agency for immediate food and clothing.
- Apply for child-only TANF — your income is excluded from the calculation.
You do not need to finish everything in one week. But applying early can matter: eligible applicants may request Medicaid coverage for up to three months before the application month through Dec. 31, 2026, if they had health care expenses and met eligibility requirements in those months. Starting Jan. 1, 2027, the retroactive period will be up to two months for traditional Medicaid and one month for Medicaid Expansion. TANF benefits are prorated from the application date or the date you meet eligibility, whichever is later.
