NC Food Stamp Recertification for Grandparents Raising Grandchildren

When Your Recertification Is Due

North Carolina Food and Nutrition Services (FNS) benefits don't renew themselves. Depending on your household circumstances, your certification period runs either 6 or 12 months. County DSS sends a recertification form (Form DSS-2435r) the month before your certification period ends; the notice includes your exact deadline.

If you miss the recertification window, your case may close and your EBT card may stop loading. For simplified-reporting households, DSS may reopen a recertification if the interview and required verifications are completed within 30 days after the certification period ends. A late renewal can still leave a gap in benefits.

How to Complete the Renewal

You have three options for submitting your recertification paperwork:

ePASS online — Log into your Enhanced ePASS account at epass.nc.gov. If you originally applied with an anonymous submission, you'll need to create an Enhanced account first to track and renew your case. The online portal lets you upload verification documents directly.

In person or by mail — Return the completed recertification form to your county DSS office. You can drop it in the office drop box, mail it, or hand it to the front desk. Keep a copy of everything you submit and note the date.

Phone interview — County DSS offices allow phone interviews for recertification. If getting to the office is difficult — especially in rural counties where DSS might be a long drive — request a phone appointment when you call to schedule.

What Documents You'll Need

The recertification asks you to verify that your household composition, income, and expenses haven't changed. Gather these before your appointment:

  • Proof of household income for everyone in your FNS unit (pay stubs, Social Security award letters, pension statements, child support records)
  • Any changes in who lives in the household — if a grandchild moved in or out, bring documentation
  • Current shelter costs (rent or mortgage payment, property tax bill)
  • Utility bills if you're claiming the Standard Utility Allowance (monthly heating/cooling allowance: $659 for a 1-person FNS unit, $723 for 2 people, $795 for 3, $866 for 4, and $944 for 5 or more, effective October 1, 2026)
  • Child-only Work First grant award letter, if applicable — this counts as the child's unearned income in your FNS household

Remember that FNS counts your entire household's gross income, unlike Work First Child-Only which ignores the caregiver's earnings. Your Social Security, pension, or wages all factor into the renewal calculation.

What Happens If You Miss the Deadline

If your certification lapses, a simplified-reporting household can have its recertification reopened when the interview and required verifications are completed within 30 days after the certification period ends. After that window, you'll need to submit a new application, which has a 30-day processing period. During any gap, benefits may not load to your EBT card.

To avoid this, mark the recertification deadline on your calendar the day you receive the renewal notice. Set a reminder two weeks before the deadline. If you haven't received a recertification form and your certification period is ending soon, call your county DSS directly rather than waiting for the mail.

When Income Changes Before Renewal

You're required to report certain changes between recertification periods — particularly if your household income increases above the gross income limit. Effective October 1, 2026, the 200% FPL gross income limit is $3,608 per month for a two-person household (you and one grandchild) and $4,554 for three people.

If income drops — say you lose a part-time job or the child stops receiving child support — report that too. DSS can adjust your allotment mid-period so you receive the correct amount.

If navigating the recertification process alongside Work First, Medicaid, and childcare renewals feels overwhelming, the NC Kinship Financial Help Guide includes a renewal tracker that keeps all your deadlines in one place.
