Natrona County School Enrollment for Grandparents

What Natrona County School District 1 Requires

Natrona County School District 1, serving Casper and surrounding communities, processes enrollment through its Enrollment Office. For the 2026-2027 school year, its published enrollment guidance says:

  • Birth certificate and vaccination records must be submitted to the Enrollment Office or the child's school within 30 days after enrollment begins.
  • Right to Represent Form — complete this if you are a step-parent, grandparent, or other guardian who needs access to the child's information, such as calls, discipline, or attendance. NCSD also asks families to provide relevant legal documents.
  • Transcripts can be requested from the child's last attended school; NCSD does not list them as a prerequisite to enrollment.

NCSD describes the Right to Represent Form as a way to access student information. Its enrollment page does not describe it as a guardianship or medical-consent form.

Handling Missing Documents

Children who arrive suddenly at a grandparent's home rarely come with a complete folder of school records. NCSD says transcripts can be requested from the child's last attended school.

If the child qualifies under McKinney-Vento — lacking a fixed, regular, and adequate nighttime residence, including when sharing housing because of loss of housing, economic hardship, or a similar reason — NCSD1 must enroll the child immediately even without immunization records, academic files, or formal guardianship papers. Contact the district's McKinney-Vento liaison. The district is required to help obtain missing records after enrollment, not as a condition of it.

For immunization records, the Wyoming Immunization Registry (WyIR) may have the child's vaccination history. A public health nursing office in Casper can access it and document current immunization status.

Court Navigators in Natrona County

Natrona County currently has remote and in-person Court Navigator appointments. The Judicial Branch lists Navigator assistance for protection orders, eviction, and domestic relations matters, including divorce, custody, and support; it does not list guardianship.

This is free assistance, separate from hiring an attorney. For guardianship help, call Legal Aid of Wyoming at 1-877-432-9955 and ask whether it can assist with this type of filing.

Emergency Contacts and Pickup Authorization

Once enrolled, make sure you're listed on the school's emergency contact and authorized pickup cards. If another family member — an aunt, a neighbor, an older sibling — might need to pick the child up, they need to be listed too. Schools won't release a child to anyone not on the authorized list, regardless of your relationship.

If the child takes prescription medication during school hours, the school nurse needs a doctor's order and a signed caregiver or parent consent form per the district's health policy.

The Bigger Picture

School enrollment is one piece. Medical consent, dental care, and mental health services all require separate authority that Natrona County School District enrollment alone doesn't provide. The School and Medical Consent for Grandparents and Relatives in Wyoming guide covers the full set of consent steps for caregivers — school enrollment, medical authority, and when each type of court order is the right move.
